Community service in higher education is an inseparable thing for public problems. Higher education during the COVID-19 pandemic occurs has made many programs of Community Service to socialize the Covid-19 outbreak and its health care problems. The spirit of mutual cooperation of higher education people who are implemented in various forms of community service continues to grow in order to fight the epidemic. This, when viewed from the positive side of the pandemic, is a good signal for the development of community service [1]. The government highly appreciates the contribution of student community service during the Covid-19 pandemic. The Directorate General of Higher Education will give appreciation to students who become volunteers, one of which is a certificate from the Director General of Higher Education which can be used as a Certificate Companion Certificate (SKPI) [2].

The free masks distribution activities carried out by KKNBMCUNNES 2020 students are activities that have a significant contribution to the community, as well as provide a sense of security in the community [3]. At the tertiary level, the campus has changed the practice of community service based on the curriculum, namely Real Work Lecture (KKN). KKN, which was face-to-face and in-situ and field in the pre-pandemic period, especially in rural areas, then during this outbreak, the KKN program was changed online and aimed at and helping to overcome the Covid-19 pandemic [4]. Students can also understand and find solutions to difficulties and problems faced by the community, especially in handling Covid-19, both individually and in groups. They can also provide the concept of handling the Covid-19 pandemic in the community as a whole or in an integrated and sustainable manner in collaboration with related parties [5].

This paper seeks the right way of higher education in handling Community Service Programs during the Covid-19Pandemic. It finds the management of Community Service of Tertiary Education involvement or participation in society.

This paper sought the management of higher education institutions to handle the lecturers and students’ participation in Covid -19. It found a suitable model for the 21^st century educational environment. Data collection related to the management which facilitate the two-way interaction, participation, face-to-face programs to help the society in the Community Service Implementation. At the tertiary level, the campus management has changed the practice of community service based on the curriculum, namely Real Work Lecture (KKN). KKN, which was face-to-face and in-situ and field in the pre-pandemic period, especially in rural areas, then during this outbreak.

In managing the participation of higher education is also at the forefront of handling Covid-19. Higher education plays a very important role in handling Covid-19 because it has educational hospital resources, both Public and Private Higher Education Institutions [6]. During Covid-19, Higher Education Institutions already made changes and modifications of Community Service Programs. It focused more on handling this pandemic. Starting from educating the public directly or through the media, distributing medical devices for prevention, spraying disinfectant to public spaces and crowd centers and various other innovations [7].

In community service activities in the context of Real Work Lecture, Semarang State University Together Against Covid-19 has conducted service in several fields, especially in the field of education. In addition to helping students to accompany learning when parents do not have time or are unable to assist children in understanding learning material, the Community Service Team also provides an understanding of covid-19 by using innovative learning activities [8]. Ministry of Health of the Republic of Indonesia since 2019 in several Higher education institutions in Indonesia which aim to make the campus community, consisting of students, lecturers or teaching staff, administrative staff and other supporting components become overall healthy, through activities that are focused on prevention, education and health promotion [9].

The campus community has a very strategic role to participate in managing COVID-19. With the resources they have, the campus community can develop various systems or equipment that can be done to control the prevention of COVID-19 [10]. In addition to Covid-19 educational activities, spraying of disinfectants has also been carried out. Spraying of disinfectants is carried out in public places, residential areas, public places such as markets, mosques, city parks. The disinfectant spraying activity also worked together with the Covid-19 gas mission [11]. Many innovations can be made by the campus community to contribute to the prevention of transmission of COVID-19. Higher education, whether it has faculties / departments / study programs in the health sector or not, can play a role in controlling COVID-19 [12].

Institutions of higher education (IHE) prepare to re-open or keep open in-person learning in the United States, IHEs are faced with the challenge of keeping students, faculty, staff and volunteers safe due to the corona virus disease 2019 (COVID-19) pandemic. CDC offers the following considerations for ways that IHEs can help protect students and employees (e.g., faculty, staff and administrators) and slow the spread of COVID-19. This document refers only to risks related to COVID-19 [13]. Higher education officials can determine, in collaboration with state and local health officials, whether and how to implement these considerations while adjusting to meet the unique needs and circumstances of the IHE and local community. Implementation should be guided by what is feasible, practical, acceptable and tailored to the needs of each community.

It concludes that;

• The Tertiary Education Institutions have provided the concept of handling the Covid-19 pandemic in the community and they offered an integrated and sustainable models

• Community Service Programs have made a special orientation which focused on handling Covid 19 pandemic outbreak. They have the directly educating public, creation of the media solicits and medical devices distribution for prevention
