It takes a well-prepared management for the participation of Higher Education in socializing the protection of individuals in community. An application of the descriptive analysis procedure was made to collect the right way to handle the Community Service of Health Education participation to help society and local government to socialize, to keep the health protocols for Covid-19. Data obtained shows that during Covid-19, Community Service Programs have made a special orientation which focused on handling Covid 19 pandemic outbreak. They have the directly educating public, creation of the media solicits and medical devices distribution for prevention. It concludes that the Tertiary Education Institutions have provided the concept of handling the Covid-19 pandemic in the community and they offered an integrated and sustainable models.
