The development of technological cities in the Arab world: A review

Abstract

The establishment and development of technological cities of all kinds have become of paramount importance on the way to build and improve industry. It enhances the requirements of raising the standard of living of all inhabitants of developing countries. Technological cities can provide all necessary resources of funding and rehabilitation of the scientific cadres to manage and supervise activities and achieve all desired goals of transfer. By doing so, jobs for citizens are created and efforts will increase cooperation in trade both regionally and internationally. Finally, by having infrastructure based on fixed rules, cities will face all economic, social, and/or political challenges. The article reviews information related to the development of technological cities in Arab world.

INTRODUCTION

Countries in the world today are classified as developed or developing countries (or in the way of growth) on the basis of global and technological development, which is based on the management and development of various sectors such as industry, agriculture and health, which in turn reflects the level of economic and social growth of these countries [1-2]. The last century, has been added to many life experiences such as cinema, radio, television, comparative theory, quantum theory, the discovery of atoms, aircraft, space ships, satellites, genetic engineering, computers and the interne [3]. The emergence of the cosmic market and the revolution of communication in its rapid information methods. The twentieth century was at the pace of its scientific and technical leap, especially in the second half of it. It is a major concern for our present century, where the world has been in this period since the beginning of the 21st century. Since the invention of the web (World Wide Web), the largest source of wealth and wealth over this globe, the vast amount of knowledge that has been rapidly transferred to various parts of the world has transformed the parameters exchanges [3-4]. The results of this tremendous progress in the field of information and communication technology have led to a revolution that has led to profound changes in the methods of modern life and the nature of social and cultural relations and the development of important changes in the system and the major institutions and government departments in the developed societies that have become dependent on the work on the information system and its introduction In most of the governmental and private agencies and in particular in administrative bodies that provide public services to citizens [5]. Currently, most of the governmental administrative bodies in the Arab world are facing pressing pressures to face the challenges related to this technical change. The effects that modern information systems can have in all fields of development have become apparent. It is no longer possible to think of development in any urban, social, economic or manage without paying attention to issues related to their information systems and resources [6-7].

 

E-Government and the Large Disparity in the Application of Information Systems

In order to cope with the demands of the times in the light of globalization, new challenges and sustainable development, it is imperative for developing countries, in particular, to create the necessary conditions and capabilities to advance scientific and technological development and to integrate them into comprehensive and near-term development programs as one of the main factors for the launch of innovation and technological innovation. Since the second grade of the twentieth century and the governments of developed countries are actively seeking to use information systems based on computers, each of which seeks to meet the needs of its stakeholders in different administrative areas, each of which contributes to one way or another to improve the effectiveness of administrative performance, It has had a direct impact on government administrative machinery in terms of raising its efficiency and improving the development of its performance methods. In addition, the government has introduced the administrative procedures in obtaining documents, decisions, and various urban services for citizens and their operations [5,8]. It also aims to assist government decision-makers in making timely and reflective decisions to different cities around the world. Place for another. It is clearly observed in the world steppes in the way of growth, the extent of backwardness, the complexity of civilization, and the obvious technological deficiency in all areas and especially in the field of rapid communications. In order to bridge the gap between them and the developed world, it is necessary to examine the obstacles and their nature in order to catch up with the electronic world jump [6,12].

 

Constraints or Disadvantages of ICT Use

Technology Parks is a facility with the necessary means of specialized human resources and laboratory capabilities for its purposes and objectives that transfer technical knowledge to universities, research centers and industry sectors for scientific and technical renaissance events and to benefit from the establishment and development of technical industries with a return economic contribution to the development of society [13]. The certainty is that the field of private information or personal space has become a mirage, so control of dangers cannot be determined or speculated about phenomena whose dimensions are not clear, as a result of the inherent nature of ICT development. One of the problems that the information society in Geneva cannot avoid is that we cannot take revenge even if we are unable today to predict the consequences [16-17]. Perhaps the most important policy-level conclusion is to predict that countries that are unable to catch up with the digital revolution, or that are attached to it after it is too late, it will lose its competitive economic strength and share in the market, in addition to the possibility of low national income, that is, there are many factors and barriers and defects that lead to disability or inability to use this new technology can be summarized as follows [23]:

 

  • Poverty and inability to purchase equipment and acquisition of technology

  • Fear of the computer, and considered a difficult machine, by changing the shape as the browser changes

  • Lack of knowledge of the driver or not to search the site for the required information

  • A language barrier that hinders many people from taking advantage of the information revolution

  • Lack of the network to the subject of scientific cafés in the subjects in Arabic

  • Few Internet dealers in the Arab world

  • The problem of the security of information transmission and promises digitally hacking and the possibility of theft or destruction of work

  • The need to reconsider the current laws and policies and enact laws that fit the new situation

  • Some Arab regimes take a conservative stance that is not hostile to this technique, either for moral reasons, as a means of spreading corruption and forgiveness, or for political reasons

  • Most of the networks in the Arab world are not developed and owned by the public sector

How Widespread is ICT in the Developed World

Technology cities have become one of the most effective and necessary mechanisms for the advancement of the national economy through the development of industry and a comprehensive development renaissance that increases the standard of living of individuals and communities. According to ITU statistics for 2001, the number of Internet users in the world is 500 million, 90% of all Internet users are in the industrialized countries, The United States and Canada account for 75% of the total Internet users in the world. The number of Internet users is 94.2 million in the United States and 23 million in Europe, while European and American Internet users account for more than 58% of the total population. The Internet in the world, where 60% of the population is using the Internet, uses 50% of German citizens online every day, followed by Norway with 49% and Sweden 46% (Table 1). In contrast, Internet users in Africa and the Middle East combined only 1% Internet users globally.    

 

If the developed countries attach great importance to this aspect, it is worthy of the developing countries, including our federal state, and aspires to a better life, to lay the foundations for the establishment of technological cities on the basis of scientific needs and requirements, so that these cities can bear the fruits and results required of them. According to [24-26] the statistics show that most Internet users are men, those who have university education, who earn more than average income, while women make up the majority of users in both developed and developing countries. For example, women make up only 38% of Internet users Latin America, while in the EU it is 25%, 19% in Russia, 18% in Japan, and 4% in the Middle East. In India, the share of women has increased to 27% of the professional jobs in the industrial information programs. If we live in an increasingly globalized era, the trend towards the formation of technological cities is a worthy demand for appreciation and attention. The scientific research institutions at the level of universities, academies, research centres and others are in dire need of a source that feeds them, especially in the technical fields, and here comes the importance of technical cities that take responsibility and provide the necessary technical needs and seek to create a capable infrastructure, both at the human and technical level, It renews activity, develops production and seeks to improve it.

 

Where Are We, the Arab World People, of the Future Vision of Life, Its Processes and Challenges in the New Century, Which Has Become a Temporal Reality Facing Our Next Days

The reports of the ISESCO (Islamic World Educational, Scientific and Cultural Organization) confirm the low scientific and technological conditions in the Arab and Islamic world and the lack of their countries in the culture of scientific research in their service of development and the environment. Although some Islamic countries are able to establish their scientific infrastructure, For the benefit of economic growth, while other countries cannot respond to the needs of students in scientific and technical disciplines. That is, we have long stayed away from the arena of development, while our educational conditions reach in most of our countries to the extent of disaster without seeing in the techniques of distance education and virtual universities a wide door of our educational dilemmas. And while we were busy with that century or its conflict, was there anything else going on in the first and second worlds, whether preoccupied with the future. This preoccupation reached a degree of great seriousness, represented in a vision of the future of the year 2000 more than thirty years ago, and it did not stop preaching the fruits of scientific and technical progress expected, but rather to warn against the negative effects of the mobility of the future society, Countries that have not succeeded in achieving technological leapfrogging will not risk losing their participation in the large and growing trade in ICI products, but will also fail to realize the economic efficiency and productivity benefits that will result from these industries while meeting demands to catch up with the emerging society. Which has become the motto of catching up or attaching, and one of the most important of these demands is the individual acquiring the ability to learn the life-span of life, which cannot be achieved without a renewed and diversified increase of the harvest of scientific and technological knowledge, and in this regard becomes the most important issue is investment The human element, people in the industry is the information society is and any investment.

 

Statistics by [16,22,27-29] indicated that the proportion of citizens of the Arab world, who have used the Internet, not less than 1%, although the population of the Arab world make up 5% of the world's total population, and that the proportion of Internet users in the developing world will reach 4% of the total global users by 2005, While the current use in America is about 200 times the size of use in the developing world. 15% of Arab families use the Internet compared to 50% of Western European families. The number of Internet users in the Arab world in 2001 is 3.54 million, Someone about 2000, is expected to the figure will have doubled to between 10 and 12 million users by the end of 2002, and will be concentrated 49% of users in the Gulf region, which is estimated at the current use of the internet at 5.6% and the number of Internet users in the Gulf Gazelle to 6 million users by 2005. The volume and volume of electronic commerce in the Arab world is estimated at about 40 million, le 0.01 of its size globally. This leads some to describe the experience of the Arab world in the field of communication technology and the Internet as "fetal". The Arab world describes the global ranking in terms of the percentage of internet usage and the size of e-commerce, for a number of reasons: material, cultural and political, while the Islamic world holds 7.3% of the world's global and technological competencies and 14.1% of full-time scientific research for development. The world spends only 7.0% of the world's scientific research on scientific research, while 10% of them are devoted to scientific research activities in the development service. The theoretical intellectual production in the field of scientific research is very late. The average number of scientific articles for each Islamic country is 0.1% per year, while in developed countries it is 1.0 (at least one scientific article) for each scholar in scientific and technological fields.

 

Where is the Third World of ICT

The establishment of a technical city in a secure region in Iraq is a very important requirement. It helps to revive and develop the economy. It seeks to create jobs and fight unemployment. It also creates high-level technical cadres that can play the technical role required of them. Foreign industrial institutions through the development of national companies and linking them abroad find a way to engage in the global market and benefit from global trade and this is reflected on the homeland and the citizen, the standard of living is rising and this affects directly the health, educational and research aspects which is one of the pillars of growth in any country. The contribution of the third world in software is not negligible, but only some countries in East Asia appear to be trading the developed countries in terms of the spread of technological progress. In some East Asian countries such as China, Malaysia, Thailand, the Philippines and other countries. The latest technology fields have also gained a significant share of the global market for air transport and other data processing equipment, and the invasion of Indian programmers for the computer programming space in the West is no secret to us. 50% during the nineties, which did not lead to increased export by, but to create thousands of jobs local technological talent that draws the attention of the Asian industrial countries and major multinational companies gathered. Costa Rica has succeeded in attracting one of the world's largest ICT companies, with the aim of using a relatively educated workforce in the context of development efforts that have seen job creation and increased exports, and are now creating a local industry for information programs, the benefits of access to the technology that will result in it. May lead to the promotion of individual functions in industries such as data processing and TelCentris. In Senegal, the liberalization of telecommunications has resulted in a large number of telocentric providing accesses to communications, creating thousands of jobs [30-34].

 

Information Not Available

In view of the reality of the use of communication technology in the Arab world, there is a digital divide between countries that have developed the fabric of communications technology, most of them in the Gulf region, where some countries have employed their full potential, using information technology to chart a path for their future, and countries still stumbling in this area. The Arab countries can be classified into three groups: the group of rapid development includes Kuwait, Qatar and the United Arab Emirates, and the group of emerging countries includes Egypt, Jordan, Lebanon and Saudi Arabia, and the group of countries in the path of growth includes Libya, Morocco, Oman and Syria, while all forecasts indicate that the Arab region will see a double The percentage of Internet users during the next period. While some countries, such as Saudi Arabia, are trying to overcome their reservations regarding the use of the Internet in a reasonable and acceptable manner, by planning to link all Saudi network with the network within what is known as the national project J, there are sonic countries that continue to impose various restrictions on network usage. Linking schools to the Internet as part of a government project to adapt to the services of the web is one of the key steps in preparing future generations. It is not only enough to link this link, but the real challenge is to educate students to use the technology in the best way possible. Other countries have adopted effective measures such as government, e-business, Internet, technology, etc. The GCC countries have initiated the project in developing a national information technology plan [35].

CONCLUSION

The benefits we derive from the establishment of technological cities are endless and can be summed up as follows:

 

  • Establishing a technical and technical base to feed research centers and industrial institutions at the federal level

  • To form a good segment of technically qualified national frameworks that are highly needed by industrial and economic development

  • Create a scientific and technical atmosphere that helps to rely on self and compete with others, allowing for cooperation and exchange of experiences and interests at the level of peer to peer

  • Recovery of society and improvement of people's livelihood, and overcoming unemployment through the establishment of factories, workshops and other institutions needed by the state

  • Keeping pace with the development and looking for the best in the light of providing local needs and from them to the external market

  • Thus, it can be said that technology cities generally lay down the basic principles of growth and progress at the social and economic levels, whether at national, regional or international levels
