The Effectiveness of Leadership Style and Apparatus Abilities in Improving Apparatus Service Performance and their Impact on the Performance of the People's Representative Members of aceh Selatan Regency, Indonesia

Abstract

This study aims to examine the effect of the effectiveness of the leadership style and the ability of the apparatus in improving service performance and its impact on the performance of the members of the South Aceh District People's Representative Council. Primary data was collected by distributing questionnaires to all members of the South Aceh Regency House of Representatives and the apparatus at the DPRK South Aceh Secretariat, totaling 109, and analyzed using the Amos SEM application. This study found that the effectiveness of the leadership style and the ability of the apparatus had a significant positive effect on service performance. The effectiveness of leadership style, apparatus capability, and service performance had a significant positive effect on the performance of District People's Representative Council members in South Aceh. The results of the study also prove that service performance partially mediates the effect of the effectiveness of leadership style and the ability of the apparatus on the performance of members of the District People's Representative Council members. The results of this study imply that to improve the performance of members of the South Aceh District People's Representative Council members, the focus should be given to improving services based on strengthening the effectiveness of leadership styles and apparatus capabilities.

INTRODUCTION

In the context of democracy in Indonesia, the House of Representatives is a legislative body whose members are elected through general elections which are held every five years. The Regional People's Representative Council (DPRD) is a reflection of the structure and system of democratic regional government as contained in Article 18 paragraph (1) of the 1945 Constitution of the Republic of Indonesia which is further elaborated in Law Number 32 of 2004. The law states that the granting of broad rights to the DPRD is an indication that democratic efforts are expected to show a more tangible form. DPRD has the function of legislation, budgeting, and supervision. After the reformation era in 1998, the political space of the legislature became wider in manifesting the role of checks and balances against the executive as a consequence of the adoption of non-absolute state administrators or better known as a trias politica in the political system in Indonesia [1].

 

The broadening of legislative political space is also felt in the Province of Aceh, Indonesia, which is an area that carries out special autonomy authority which systematically applies to all districts/cities in the administrative area of ​​Aceh Province. In addition, DPRD is also required to be a pioneer in forming various legal instruments that become special autonomy laws. DPRD has duties and functions in legislation, budgeting, and oversight of executive performance. With this wide political space, it is hoped that council members in Aceh Province will be able to create various dynamics of change to regional development to make Aceh Province a more advanced region with rapid economic growth and create an advanced society.        

 

The Aceh People's Representative Council and the Aceh Selatan District People's Representative Council (DPRA/DPRK) is an avenue for the Acehnese people to rely on their beliefs and hopes to get changes in both aspects of life, economic aspects, and aspects of education. Every society has very high hopes for the DPRD/DPRK in realizing changes for the better and in creating a civil society. But in reality, expectations and reality are quite the opposite. Almost all elements of society consider that the legislative council in its performance is more concerned with personal and group interests than meeting the needs of the community. The same thing also happened to South Aceh District, where this district is one of the areas with the worst development and economic growth in Aceh Province.

 

Currently, South Aceh Regency is only able to stay in the bottom 5 positions of 23 Regencies/Cities in Aceh Province in the field of development innovation [2]. This became a harsh lash to all elements of the South Aceh Regency Government starting from the legislative, and executive, to all elements of government within the South Aceh Regency Government. This also proves that the performance produced by the members of the council in South Aceh Regency has not been able to use and carry out its function as a legislature properly in regulating and controlling regional development. Another reflection that shows the low performance of council members in South Regency is the low level of innovation created to grow the people's economy. The council members in South Aceh Regency seem unable to take advantage of the special autonomy rights that have been mandated by the central government. This is indicated by the low utilization of the right of initiative in terms of the functions of council members in legislation, budgeting, and supervision.

 

The low performance of council members in the South Aceh Regency is due to the weakness of council members in legal analysis and public policy in supporting the performance of drafting district regulations. In addition, DPRK members have not sufficiently explored the aspirations of the general public in the participatory process. In participating in meeting activities, there are still many board members who are not disciplined. The criteria for evaluating executive performance are not yet clear, because the regions have not yet fully implemented a performance budget with clear indicators of success; the initiative of members to read and master the laws and regulations/PP/Perpres/Permendagri is still low.

 

Many factors cause the performance of members of the DPRK of Aceh Selatan was being not optimal, one of which is the quality of service. The apparatus at the DPRK of Aceh Selatan Secretariat has a major role in ensuring the smooth running of the duties and functions of the members of the council. Therefore, the provision of public services by the apparatus to members of the council is the embodiment and function of the state apparatus as a public servant, as well as a servant of the state. At the secretariat of the DPRK of Aceh Selatan, the phenomenon that occurs is that the quality of services provided by the apparatus is not yet maximized. This is reflected in the minimum service standards (SPM) that have not been implemented and have not been socialized to the maximum. Apart from that, in providing public services, the apparatus still shows a lack of seriousness in providing optimal services.

 

The non-optimal quality of services provided by the apparatus which has an impact on the non-optimal performance of council members in South Aceh Regency is influenced by 2 (two) factors, namely the effectiveness of leadership and the ability of the apparatus. The effectiveness of leadership style is the ability of leaders to influence others so that they contribute to achieving the goals of an organization. A leader will achieve the highest level of effectiveness when he is supported by various factors. The leader is required to have a good work plan and implements the design in the form of a good interaction as well to achieve its effectiveness.

 

Apparatus with adequate capabilities would be able to complete their work properly following the time or targets set in the work program. When the apparatus has adequate capabilities, it will certainly have a positive impact on achieving the goals of the organization where they belong. The ability of the apparatus is highly dependent on the knowledge index they have. Moreover, nowadays, with the rapid development of information technology, all apparatuses must be able to balance it with their capabilities.

 

Based on the above-delineated research background, this study aims to examine the effect of the effectiveness of leadership style and the ability of the apparatus in improving service performance and its impact on the performance of members of the Aceh Selatan District People's Representative Council (DPRK). The results of this study are expected to enrich existing references and can be taken into consideration in policy formulation in improving the performance of members of the House of Representatives in Indonesia.

 

Literature Review

Performance of Members of the People's Representative Council: Rida et al. mention performance as the level of success achieved by a person in the work assigned to him, which can be measured by the level of quality and quantity. Meanwhile, according to Afriza et al. [3] performance is the success that can be achieved by individuals in producing their work which is measured in a certain period. Zamhari et al. [4] mention performance as a result of work that can be achieved in an organization following their respective responsibilities.

 

In Law No. 32/2004 it is stated that the performance of members of the council is an achievement in the implementation of their functions as a legislative function, a budget function, and a supervisory function. Based on the functions of the DPR and defined by several experts above, it can be summarized the performance of members of the DPRK is a result of a series of legislative, budgeting, and supervisory activities to realize development and create people's prosperity following the legislation. The performance of members of the House of Representatives can be influenced by many factors as revealed by Rais [5], the performance of members of the House of Representatives is influenced by: 

 

  • knowledge of the council about the budget

  • individual background

  • political background

  • good governance

  • public accountability

  • community participation

  • public policy transparency

  • professional commitment

 

In addition to the factors mentioned above, another factor that affects the performance of board members is service performance. The apparatus at the DPRK Secretariat is a staff element that provides services for the smooth functioning of the council's institutions, supports the implementation of administrative and academic trials to support DPRK functions in the field of supervision, ratification of regional regulations as well as planning and ratification of the Regional Budget [6]. In general, the apparatus can be interpreted as a public servant, required to provide maximum service professionally.

 

The apparatus at the DPRK Secretariat has a major role in ensuring the smooth running of the duties and functions of the members of the DPRK. Therefore, the provision of services to the public by the apparatus to members of the council is the embodiment and function of the state apparatus as a public servant, as well as a servant of the state. This is evidenced by the results of research conducted by Suaib et al. [7] and Anirwan and Annas [8] which in their research resulted in the performance of services performed by the apparatus will have a positive impact on the performance of board members. Another factor that affects employee performance is the effectiveness of the leadership style. The effectiveness of leadership style has a big role in achieving performance. The effectiveness of leadership style is the ability possessed by leaders in an organization to influence their subordinates so that they contribute to achieving the goals of an organization. Leaders are required to be able to design a good work system, which results in efforts to complete work effectively with maximum results. This has been proven by Subardjono [9] where in his research also proves that leadership has a strong influence on employee work productivity. In other words, if the effectiveness of leadership is bad, it will result in employee work productivity will also deteriorate [10].

 

Finally, Masdar et al. [11] stated that the ability of the apparatus at the DPR secretariat must be very adequate in the process of assisting members of the council in carrying out their duties. The same thing is also mentioned by Zamhari et al. [4] who state that the abilities possessed by the apparatus have a linear relationship to the performance of board members. The level of ability possessed by the apparatus will influence the performance of the board members.

 

Apparatus Service Performance

Public services are caused by an obligation to a process of organizing organizational activities. The Government Regulation of the Republic of Indonesia Number 96 of 2012 mentions Public Service as a series of activities to meet the needs of the community following regulations. In its implementation, public services have 3 (three) scopes as stated in Article 3 PP no. 96 of 2012 namely services, public goods services, and administrative services. In Law No. 25 of 2009, it is stated that the performance of public services is a series of activities to fulfill the needs of both services, goods, and administration to the community. Therefore, in carrying out public services, it must be accompanied by supervision of these public services both internally and externally [12].

 

Service performance assessment has been regulated in Permenpan RB No 17/2017 wherein the regulation it is stated that there are 6 indicators of public service performance assessment, namely: 

 

  • Service policy

  • HR professionalism

  • Service infrastructure facilities

  • System service information

  • Consultation and complaints

  • Service innovation

 

This assessment indicator aims to improve service quality and increase community satisfaction with the services they receive from the organizers of public/government affairs.

 

All apparatus must be able to provide good quality service to the community. Service quality is an important requirement that must be owned by all organizations. Sunda et al. [13] state that service quality is the fulfillment of community expectations in obtaining services from public affairs organizers. Ratminto and Winarsih  define pub[14] lic services as all forms of services, both in the form of services, goods, and public administration which have the principle of being responsible and implemented by Government Agencies. Tjiptono [15] states that service quality is the level of excellence provided by the administration of public affairs in meeting the needs of the community.

 

In addition to the factors mentioned above, the effectiveness of the leadership style can also affect public services. Pawatte et al. [16] mention that leadership effectiveness is observed from the dimensions of the leader-subordinate relationship, the task structure, and the strength of the leader's position partially have a positive influence on the performance of public services. This is in line with what is stated by [17] where in his research he concludes that the leadership style applied in an organization has a significant influence on the performance of services produced by members of the organization. Sandoval [18] in his research also produced the same thing as what was done by Susilo [17].

 

Another factor that affects public services is the ability of the apparatus. The ability of the apparatus greatly affects the quality of public services. This is evidenced by Salahuddin et al. [19] in their research resulted in the ability of the apparatus to have a positive impact on the quality of public services. Quality service performance is a reflection of the professionalism displayed by the apparatus in carrying out service tasks to the community. The professional attitude of the apparatus in providing services is regulated in Article 3 paragraph (1) of Law no. 43/1999 concerning Amendments to Law No. 8/1974. The regulation states that all apparatus that provide public services must uphold the values ​​of professionalism, fairness, honesty, and equity in carrying out government affairs.

 

Leadership Style Effectiveness 

A leader is a person who has responsibility for making decisions, carrying out policy directions, supervising, motivators, communicators, and directing his subordinates in running an organization so that they can achieve the goals and objectives of the organization. Leadership is the activity or art of influencing others to cooperate based on that person's ability to guide others in achieving the goals desired by the group [20]. Leadership is the ability possessed by a leader in influencing and motivating his subordinates to produce work following predetermined expectations [21].

 

The effectiveness of leadership style is the behavior/attitude applied by a leader in running a department that can improve the morale and performance of its employees so that they can achieve the goals of the organization [22]. The effectiveness of leadership pays more attention to the output produced by the organization in producing good performance following the expectations and conditions that have been set [23]. Effective leaders are leaders who have high motivation in organizing and running their organizations, so they can achieve high work goals and targets [21].

 

Apparatus Ability

Government officials are human resources who serve the interests of the state and have a position as civil servants [22]. Meanwhile, according to Nirwandar et al. [24] said that the government apparatus is the entire range of government activities implementers based on the delegation of authority from the government of the Republic of Indonesia. Ability is a person's capacity to complete various tasks in one job. Robbins and Judge [25] also mention that ability is divided into two things, namely intellectual ability and physical ability. Meanwhile, Hanno et al. [26] define ability as a competency possessed by someone who can be utilized both in the form of skills and intellectually in completing the work that is their responsibility.

 

In carrying out government affairs, all apparatus in government agencies are required to have the ability both intellectually and physically so that the objectives of the administration of government affairs can be achieved perfectly. Apparatus that have adequate capabilities will be able to complete their work properly following the time or targets set in the work program. When the apparatus has adequate capabilities, it will certainly have a positive impact on achieving the goals of the organization where they belong. The ability of the apparatus is highly dependent on the knowledge index they have. Moreover, nowadays, with the rapid development of information technology, all apparatuses must be able to balance it with their capabilities [19]. Based on the explanation of previous research, this study proposes several hypotheses to be tested, as follows:

 

  • H1: The effectiveness of the leadership style and the ability of the apparatus affect the service performance of the DPRK Aceh Selatan Secretariat Apparatus

  • H2: The effectiveness of the leadership style and the ability of the apparatus affect the service performance of the DPRK Aceh Selatan Secretariat Apparatus

  • H3: Service performance mediates the effect of the effectiveness of leadership style and the ability of the apparatus on the performance of DPRK members in South Aceh

MATERIALS AND METHODS

This research was conducted at the Secretariat of the DPRK Aceh Selatan. The population in this research is all members of the South Aceh District House of Representatives and the apparatus at the South Aceh DPRK Secretariat, totaling 109 people consisting of 30 members of the council and 79 employees of the South Aceh DRPK Secretariat. In other words, the research uses a sampling technique in the form of a census.

 

To examine the direct effect of the effectiveness of the leadership style and the ability of the apparatus on the service performance of the Secretariat Apparatus and the performance of DPRK members in the services of the DPRK Aceh Selatan Secretariat Apparatus and the effect of mediating service performance in mediating the effect of the effectiveness of the leadership style and the ability of the Apparatus on the Performance of the DPRK Aceh Selatan Members, this study proposes a model following research, as illustrated in Figure 1.

 

Based on Figure 1, the proposed direct hypotheses were tested using the following SEM equation:

Meanwhile, the proposed indirect hypotheses were tested using the following SEM equation:

Where ASP is the apparatus services performance, LSE is the leadership style effectiveness, AA is the apparatus ability, LAP is the legislative assembly performance, rii is the estimated loading factors of each variable, and ei is the structural error terms.

   

Data collection in this research used a questionnaire consisting of statement items that were in accordance with the variables in this research and  distributed  to all members of the council and the DPRK Secretariat apparatus of South Aceh Regency. The distribution of the questionnaire was carried out through the Google form media which was linked to the link https://bit.ly/kuesioner_deddy-syafputra and measured using a Likert scale. The analytical tool used in the descriptive hypothesis testing is SPSS. For the direct hypotheses testing the study uses an SEM AMOS technique and the Sobel test for testing the indirect hypotheses.

In this research, the researcher builds a construct for each of the variables studied based on previous theories, and the provisions that bind the measurement of organizational performance under study, namely:

 

Board members' performance is measured using indicators as stated in Law No. 32 of 2004, namely:

 

  • Establishing Qanun

  • Discussing and approving draft regional regulations on APBK

  • Implementing supervision over the implementation of Qanun

  • Proposing appointment and dismissal of regional heads/deputy's heads

  • Selecting deputy regional heads

  • Approving the cooperation plan

  • Requesting a report on the accountability of regional heads in the administration of regional government

  • Forming a regional head election supervisory committee 

  • Approving the cooperation plan between regions and with third parties who care for the community and regions

 

Service performance is measured using indicators as expressed by Tjiptono [15], namely:

 

  • Timeliness of service

  • Accuracy of service

  • Politeness and friendliness

  • Ease of getting service

  • Comfort in obtaining services

  • Attributes supporting services

 

The effectiveness of leadership style is measured using indicators as revealed by Hamdi and Zulkarnaen [27], Hersey et al. [28], and Reddin [29], namely: 

 

  • Instruction

  • Consultation

  • Participation

  • Delegation

  • Providing ideas

  • support

  

The ability of the apparatus is measured by nine indicators as disclosed by Nirwandar et al. [24], namely: 

 

  • Education level

  • Completion of work on time

  • Cooperation

  • Ability to adapt to changes

  • Ability to plan activities

  • Speed in carrying out tasks

  • The level of creativity

  • The ability to provide accountability

  • Participation in training

 

Findings and Discussion

The findings of this study are reported in the following Figure 2, estimated using SEM-AMOS.

 

Findings of the Direct Effects

Based on Figure 2, the findings of the study of the direct effects are summarized in Table 1.

 

Influence of Leadership Style Effectiveness on Apparatus Service Performance

Referring to Table 1, the test of the effect of the effectiveness of the leadership style on the service performance of the secretariat of the DPRK Aceh Selatan resulted in a probability (P) value of 0.000, proving that the effectiveness of the leadership style had a significant effect on the service performance of the secretariat of the DPRK Aceh Selatan. From the test results, it can be seen that the effectiveness of the leadership style has a role of 0.504 units on the Likert Scale in influencing service performance. This proves that the better the implementation of the effectiveness of the leadership style, the better the service performance produced by the apparatus at the South Aceh Secretariat. The results of this research are in line with the results of previous studies [16-18] which prove that the effectiveness of leadership style has a significant effect on service performance. Therefore, the effectiveness of the leadership style in the DPRK secretariat is very important to continue to be improved because of the better the effectiveness of the leadership style at the South Aceh DPRK secretariat, the better service performance.

Based on field phenomena related to service performance at the DPRK Aceh Selatan Secretariat where in general the service performance produced by the apparatus is still inadequate or not optimal. This is reflected in the minimum service standards (SPM) that have not been implemented and have not been socialized to the maximum. The apparatus in providing public services is considered to still show a lack of seriousness in providing optimal services. Many improvements must be made regarding the effectiveness of leadership styles such as in the delegation of tasks and main tasks where the leader must give full trust to all employees in carrying out their duties and continue to supervise and even be directly involved in the process of carrying out these tasks. The leadership must always provide direction to all apparatus related to their duties and also the leadership ranks must always open up opportunities for all apparatus to conduct improvement consultations with their duties.

 

Influence of Apparatus Capability on Apparatus Service Performance 

Table 1 reports the estimation results of the test of the influence of the ability of the apparatus on the service performance of the DPRK South Aceh secretariat with a p-value of 0.000. Obtaining this value can be interpreted that the ability of the apparatus to have a significant positive effect on the service performance of the South Aceh DPRK secretariat of 0.334 points on the Likert Scale. These results indicate that the better the capabilities possessed by the apparatus, the better the service performance produced. Therefore, the DPRK Secretariat needs to continue to improve the capacity of its apparatus, both formally and informally. Apparatus that have adequate capabilities will have a professional attitude in their field of work. This is in line with the results of previous research [19,30-32].

 

The results of this study indicate the importance of improving the ability of the apparatus to be carried out sustainably. The ability of the apparatus can be improved by providing education directly related to their workload and involving them in activities carried out by the organization. Leaders need to design a structured self-development program to provide opportunities for the apparatus to continue their studies at a higher level by re-evaluating the workload given by the level of ability and education possessed by the apparatus so that the apparatus can improve their ability to keep pace with the development of information technology.

 

Influence of Leadership Style Effectiveness on the Performance of Members of the House of Representatives

Referring to Table 1, the results of the estimation test of the effect of the effectiveness of leadership style on the performance of members of the People's Legislative Assembly show a C.R value of 4.032>1.96 and a P value of 0.000<0.05. These results prove that the effectiveness of the leadership style has a significant effect on the performance of the members of the South Aceh People's Representative Council. The magnitude of the role of leadership style effectiveness in influencing the performance of members of the South Aceh People's Representative Council is 0.758 units on the Likert Scale. The results of this research indicate that the more effective the leadership style has led to the better performance of the members of the House of Representatives. The effectiveness of leadership style is the ability of leaders to influence others so that they contribute to achieving the goals of an organization. The results of this research are in line with the results of research conducted in previous studies [33-35,9-10].

 

The results of this study indicate the importance of an effective leadership style that is oriented towards improving the performance of board members. The leadership style must be able to direct the apparatus in carrying out their duties in realizing organizational goals. Leaders must always be involved in various activities carried out by the organization and be able to generate creative and innovative ideas to solve office problems. The leadership of the DPRK secretariat should further improve their understanding of the budgeting, monitoring, and legislation system so that they can assist the members of the DPR in maximizing their performance.

 

Influence of Apparatus Ability on the Performance of Members of House of Representatives

Table 1 for testing the influence of the ability of the apparatus on the performance of the members of the People's Representative Council of South Aceh obtained a C.R value of 2.615>1.96 and a p-value of 0.000<0.05. These results can be interpreted that the ability of the apparatus has a significant positive effect on the performance of the members of the South Aceh People's Representative Council. The magnitude of the role of the apparatus' ability in influencing the performance of the members of the South Aceh People's Representative Council is 0.287 units on the Likert Scale. The results of this research also prove that the better the capabilities of the DPRK Aceh Selatan Secretariat apparatus have been able to improve the performance of council members. The ability of the apparatus at the DPRK Secretariat must be very adequate in the process of assisting council members in carrying out their duties [11]. This is also as mentioned by Zamhari et al. [4] that the ability of the apparatus has a linear relationship with the performance of board members. The results of this research are in line with the results of previous studies [11] and [4] regarding the importance of employee abilities in improving performance.

 

The results of this study indicate that efforts to increase the capacity of the apparatus in the South Aceh Secretariat need to be continuously improved so that they can support improving the performance of members of the People's Representative Council. This can be done by providing opportunities for all personnel to participate in self-development programs, both formal and informal education related to their official duties. In addition, leaders need to evaluate the performance of their apparatus and provide education and understanding about their main duties and responsibilities. Office management must also thoroughly evaluate the workload of the apparatus and carry out re-mapping following the capabilities of each apparatus.

 

Influence of Service Performance on the Performance of Members of the House of Representatives

The results of the test of the effect of service performance on the performance of members of the South Aceh People's Representative Council in Table 1 show a C.R value of 2.569>1.96 with a p-value of 0.000<0.05. These results prove that service performance has a significant effect on the performance of members of the South Aceh People's Representative Council with an estimated influence value of 0.261 units on the Likert Scale. The results of this research prove that the better the service performance of the apparatus has led to the better performance of the members of the People's Representative Council. The results of this research are in line with the results of research conducted by Suaib et al. [7] and Anirwan and Annas [8] who found a positive influence on the performance of service personnel on the performance of board members.

 

The apparatus at the DPRK Secretariat are individuals who play a major role in ensuring the smooth running of the duties and functions of the members of the DPRK. Therefore, the provision of public services by the apparatus to members of the council is the embodiment and function of the state apparatus as a public servant, in addition to being a servant of the state. The apparatus at the DPRK Secretariat is, in principle, a staff element that provides services for the smooth running of the council's duties and at the same time supports the implementation of administrative and academic trials to support the DPRK's functions in the field of supervision, ratification of regional regulations and planning and ratification of the regional development budget.

 

The results of the study indicate the importance of the apparatus to continuously improve the performance of their services. Each apparatus must provide maximum service time to members of the council; each apparatus is required to always be thorough in their work so that they can provide services without errors to members of the people's representative council and other stakeholders. Each apparatus in the South Aceh Secretariat must also understand the duties of all members of the council, especially those relating to budgeting, supervision, and legislation.

 

Findings of the Indirect Effects

Mediating Effect of Apparatus Service Performance on the Relationship between Leadership Style Effectiveness and the Performance of Members of the House of Representatives: The results of the estimation of the effect of mediating service performance on the relationship between the effectiveness of leadership style on the performance of members of the People's Representative Council are shown in Figure 3. As shown in Figure 3, it was found that the estimated value of the Sobel t-statistical test was 2,416, greater than the cut-off value of 1.96. and the acquisition of a p-value of 0.016. The results of this test prove that service performance mediates the effect of the effectiveness of leadership style on the performance of members of the South Aceh People's Representative Council.

 

Figure 3 shows the path coefficient value A has an estimated value of 0.504 and a p-value = 0.000<0.05. The value of the path B coefficient or the effect of service performance on the performance of members of the People's Representative Council has an estimated value of 0.261 and a p-value = 0.000<0.05. The effect of the effectiveness of leadership style on the performance of members of the Aceh People's Representative Council has a path coefficient value of 0.758 and a value of p = 0.000<0.05. Path C' or the relationship between the effectiveness of leadership style on the performance of members of the House of Representatives through service performance has an estimated value of 0.131 (0.504 x 0.261) and a p-value = 0.016 <0.05. From the results of this test, it is concluded that service performance partially mediates the effect of the effectiveness of leadership style on the performance of members of the People's Legislative Assembly. This is because either directly or indirectly through service performance, the effectiveness of leadership style is found to have a significant effect on the performance of members of the people's representative council. The magnitude of the role of service performance in mediating the effectiveness of leadership style on the performance of members of the House of Representatives is 0.131 units on the Likert Scale.

The results of this study mean that improving the performance of members of the Aceh People's Representative Council can be done by improving the performance of the service apparatus by increasing the effectiveness of the leadership style. Therefore, improving service performance is a must that must be carried out by the office management of the DPRK Aceh Selatan Secretariat because service performance in addition to having a direct effect on the performance of board members is also able to bridge the effect of the effectiveness of leadership style on the performance of board members.

 

Mediating Effect of Apparatus Service Performance on the Relationship between Apparatus Ability and the Performance of Members of the House of Representatives

The results of the estimation of the effect of mediating service performance on the relationship between the ability of the apparatus and the performance of members of the People's Legislative Assembly are shown in Figure 4. As shown in Figure 4, it is found that the estimated value of the Sobel t-statistical test is 2.033>1.96 and the acquisition of a p-value of 0.041<0.05. The test results prove that service performance mediates the effect of the apparatus' ability on the performance of members of the South Aceh People's Representative Council.

Based on Figure 4, it can be explained that the estimated magnitude of the influence of the ability of the apparatus on service performance, A is 0.334, and the value of p = 0.000<0.05. The value of the path B coefficient or the effect of service performance on the performance of members of the People's Representative Council has an estimated value of 0.261 and a p-value = 0.000<0.05. The relationship between the ability of the apparatus and the performance of members of the People's Legislative Assembly explains that the path coefficient value C has a value of 0.287 and the value of p = 0.000<0.05. Path C' or the relationship between the ability of the apparatus to the performance of members of the House of Representatives through service performance has an estimated value of 0.087 (0.334 x 0.261) and a p-value of 0.015<0.05.

 

The results of the Sobel test can be concluded that service performance partially mediates the influence of the apparatus' ability on the performance of members of the South Aceh People's Representative Council. It is called partial mediation because either directly or indirectly through service performance, the ability of the apparatus affects the performance of members of the People's Representative Council. The magnitude of the influence of service performance in mediating the ability of the apparatus on the performance of members of the People's Representative Council is 0.087 units on the Likert Scale. The results of this study indicate that improving the performance of council members can be done by improving the performance of the secretariat apparatus of the council based on increasing their ability. Increasing the capacity of the apparatus and an effective leadership style are the main keys to improving the performance of the members of the DPRK Aceh Selatan.

CONCLUSION

This study has examined the effect of the effectiveness of leadership style and the ability of the apparatus in improving service performance and its impact on the performance of the members of the South Aceh District People's Representative Council (DPRK). By using the structural equation modeling technique, this study found that the effectiveness of the leadership style and the ability of the apparatus had a significant positive effect on service performance. The effectiveness of leadership style, apparatus capability, and service performance had a significant positive effect on the performance of DPRK members in South Aceh. The results of the study also prove that service performance partially mediates the effect of the effectiveness of leadership style and the ability of the apparatus on the performance of members of the DPRK Aceh Selatan.

        

The results of this study imply that to improve the performance of members of the South Aceh DPRK, the focus should be given to improving services based on strengthening the effectiveness of leadership styles and apparatus capabilities. Efforts to improve the performance of council members can be done through improving the service performance of the secretariat apparatus of the council based on their capacity building. Increasing the capacity of the apparatus and an effective leadership style are the main keys to improving the performance of the members of the DPRK of Aceh Selatan Regency, Indonesia.
