The Government of the Republic of Indonesia realizes how strategic the role of teachers is in delivering this nation's generation to become qualified and competitive human resources so that they are able to realize a common prosperity. The progress of a nation is not only from abundant natural resources but the competitive advantage and science and technology. The government as the holder of power over a country certainly has full authority over various kinds of policies that exist in Indonesia, especially in the field of education.
Quality education cannot be separated from the role of the performance of teachers, without good teacher performance, the achievement of quality education will be difficult to achieve. In this case the government's role is needed to improve the performance of these teachers. In addition, the potential for quality education cannot be ruled out, because these two things are very important for the advancement of education. The role of the government in the Republic of Indonesia is realized with the issuance of Law No. 20 of 2003 concerning the National Education System, which is to organize the world of Indonesian education in order to improve the quality of education both in policy structuring, institutional structuring and structuring teaching staff. Teachers are the bones back in the activities of education, especially related to the teaching and learning process. Without the role of the teacher, the teaching and learning process will be disrupted and even fail. Therefore, in education management, the role of teachers in efforts to succeed in education is always improved, the performance or work performance of teachers must always be improved considering the challenges of the world of education to produce quality human resources that are able to compete in the global era.

Performance (performance) can be defined as the achievement of the work in accordance with the rules and standards that apply to each organization in this school.
Teachers are professional educators who have duties, functions, and important roles in the intellectual life of the nation. Professional teachers are expected to participate in national development to realize the Indonesian people who have fear of God Y ang M aha E sa, excelling in science and technology, have a noble character, and personality. It is no exaggeration to say that the future of society, nation and state is largely determined by teachers. Therefore, the teaching profession needs to be developed continuously - constantly and proportionally according to the positions of functional teacher.
Teachers contribute directly to improving the quality of learning carried out, as well as assisting the development of teacher careers as professionals. By Therefore, to ensure that every teacher is a professional in his field and in recognition of his achievement, then P enilaian teacher performance should be done for teachers in all formal education units held by the government, local governments, and communities.
Performance (performance) can be defined as the achievement of the work in accordance with the rules and standards that apply to each organization in this school. Performance appraisal is a work control process that is evaluated based on certain standards. Performance appraisal is carried out effectively to direct the behavior of State Civil Apparatus (ASN) teacher educators in order to produce high quality work. P enilaian performance among other things used for repair work performance of teachers. Adjustment of compensation for development needs, as well as seeing deviations and errors in work are needed to assess teacher performance.
The workload of teachers at MTs Negeri Donggala, Most teachers in certain fields of study such as science, mathematics, English still exceed the burden of teaching teachers. This is due to the lack of teachers in the field of study, so that teachers are burdened with excessive teaching tasks. In addition to the excessive burden of teaching tasks, teachers are also burdened with making learning tools before the teacher carries out the learning process in class. A person's workload has been determined in the form of work standards. The workload is too heavy or impact inefficiencies ringanakan kerja. Kelebihan beba n work for teachers will cause pengauh to productivity better and psychologically for workers. In the end, workers become unproductive. The workload of ASN teachers in one week as stated in Article 2 of the Minister of Education and Culture Number 15 of 2018 is 40 hours per week. During that time, 37.5 hours are effective working hours while the remaining 2.5 hours are rest hours. If it is felt that the break time is still lacking, it can be added but must not reduce the effective hours. For example, the school increases the break hours to 3.5 hours, then the mandatory working hours of ASN teachers become 41 hours per week. Thus the effective working hours remain 37.5 hours per week. The implementation of the workload for ASN teachers for 37.5 hours of effective work includes five main teacher activities, namely: First: planning learning or mentoring. Second: carry out learning or mentoring. In addition to the teacher's workload, another factor that affects the work productivity of workers is the teacher's work discipline. Teacher work discipline experienced by each teacher can be different. Discipline is also determined by the individual teacher himself. Discipline can happen to every teacher and at any time, because discipline is an unavoidable part of a teacher's life. The teacher will tend to experience stress if he is not able to adjust the desire with the existing reality, both the reality in the classroom and outside the classroom. All kinds of stress on the teacher are basically caused by the teacher's lack of understanding of his own limitations.
The workload that exists in schools greatly affects the performance of the ASN teachers they produce, high work discipline is also an influence on ASN teacher educators. ASN teachers also become effective in carrying out their work, as workload and work discipline are interrelated and affect the success of schools in educating students. S ecara conceptual workload of teachers can be evaluated from the difference between the energy provided to each teacher with the energy required to grind the task of learning. So it can be said that the task factor given here includes situational factors. The performance of ASN teacher educators is a very important factor for a school. Performance as an embodiment of work behavior of a work performance in accordance with its role in a school within a certain period of time. This is due to the performance of ASN teacher educators as a determinant of success and school survival. In every organization, as well as specifically in schools, ASN teacher educators are one of the most important components in advancing success in improving the quality of school graduates. This must be supported by good performance because without good performance, schools will not achieve their goals. Teacher work discipline can foster awareness for teachers to carry out the tasks that have been assigned, where the formation does not arise by itself, but must be formed through the motivation that exists in each teacher and must be developed properly. Thus, the higher the work discipline of each teacher, supported by expertise, and compensation, it will affect the activities of the school itself. Discipline and teacher workload are two elements that are constructive and correlative to improve teacher performance. Both require each other and cannot be separated from the other. Performance will be low if you do not have work discipline and appropriate teacher workloads to carry out learning work. Work discipline is an attitude that is needed by every teacher to improve learning performance for learning purposes. The application of discipline is expected to improve performance. To create high performance, it is necessary to increase optimal work and be able to utilize the potential of the teacher's resources to create learning objectives, so that it will make a positive contribution to school development. B Eban work is a process yangdilakukan someone in completing the tasks of a job or group of positions held in the normal state within a time period specified.
According Munandar, The workload can be divided into two categories namely:
Too much/little quantitative workload that arises as a result of too many/little tasks assigned to the workforce to be completed within a certain time.
The workload is excessive/too little qualitative, that is, if people feel unable to carry out a task or carry out a task they do not use the skills and or potential of the workforce.
The factors that affect the workload are as follows:
External factors
Loads that come from outside the worker's body, such as: (a) Tasks. Includes tasks such as work stations, workplace layout, work space conditions, work environment conditions, work attitudes, transportation methods, and loads lifted. While mental tasks include responsibilities, work complexity, work emotions and so on. (b). Work organization. Covers the length of work time, rest periods, work shifts, work systems and so on. (c) Work environment. This work environment can provide additional burdens which include, a physical work environment, a mini-work environment, a biological work environment and a psychological work environment.
Internal factors
Internal factors are factors that come from within the body as a result of reactions to external workloads that have the potential as stressors, including somatic factors (gender, age, body size, nutritional status, health conditions, etc.), and psychological factors (motivation, perception, trust, desire, and satisfaction.
Work Discipline
According to Siagian [1] discipline is a management action to encourage members of the organization to meet the demands of these provisions. In other words, employee discipline is a form of training that seeks to improve and shape employee knowledge, attitudes and behavior so that these employees voluntarily try to work cooperatively with other employees and improve their work performance.
There are two types of discipline in organizations, namely preventive and corrective.
Preventive Discipline is an action that encourages employees to comply with various applicable regulations and meet the standards that have been set.
Dis iplin is Corrective action taken to address violations of the rules and try to avoid further violations. Corrective action is often a form of punishment and is called disciplinary action.
Teacher Performance
Teacher performance standards in the Law of the Republic of Indonesia Number 14 of 2005 article 8 concerning Teachers and Lecturers explain that teachers are required to have academic qualifications, competencies, educator certificates, physically and mentally healthy, and have the competence to realize national education goals‖. Teacher performance can be interpreted as a condition that shows the ability of a teacher in carrying out his duties and describes the actions displayed by the teacher during the learning process.
Teachers performance in this study is the result of learning in order to develop the existing activities into activities that are better carried out by the teacher both in the classroom and outside the classroom schools in accordance with the objectives that have been set. K inerja teacher can be seen from the work of a teacher, which is linked to the achievement of predetermined, so it can diketahuai if the work of the teacher hit the target then the performance is good / increases, and vice versa if the work teachers do not meet the target of the performance is less well / decrease.
With regard to the importance of the assessment of teacher performance. The Ministry of National Education of the Republic of Indonesia establishes the Teacher Ability Assessment Tool (APKG). The teacher's ability assessment tool includes: (1) learning plans (teaching plans and materials) or called RPP (Learning Implementation Plans), (2) learning procedures (classroom procedure) and (3) interpersonal relationships (interpersonal skills).
This research is a quantitative descriptive study, namely research that describes in detail the effect of workload and work discipline on the performance of ASN teachers at public MTs schools in Donggala Regency. Descriptive approach in this study used concept development and collecting facts and testing hypotheses. The location of this research is at the State MTs School in Donggala Regency only consisting of State MTs 1, State MTs 2, State MTs 3, where the teachers who teach at these schools consist of ASN teachers and honorary teachers, where honorary teachers are not burdened with the burden of teach. In addition to the above, the researcher is a civil servant at one of the State MTs in Donggala Regency. Therefore, the planned location of this research will be carried out at MTs Negeri 1, MTs Negeri 2, MTs Negeri 3 schools in Donggala Regency.

Data Analysis Techniques
The analytical model approach used is Multiple Linear Regression Analysis. According to Martono [2] the Multiple Linear Regression:
Y = + b1X1+ b2X2+ bn Xn + e
Information:
Y = Dependent Variable
α = Constant
b1,b2 = Regression coefficient
X = Independent Variable
e = error
Then applied to the research, the model is formulated as follows:
Y = + b1X1 + b2X2 + e
Description:
Y = Teacher performance
α = Constant
X1 = Load Work
X2 = Work Discipline
b 1 b 2 = Regression Coefficient
e = nuisance error (error)
Multiple Linear Regression is one of the parametric statistical tools with the function of analyzing and explaining the relationship between two or more research factors with different names, through observations on several observations (observations) in various fields of activity. In connection with this study, the statistical analysis tool Parametric Multiple Linear Regression is used to determine the effect of the independent variable (X 1, X 2) on the dependent variable (Y). In the context of this study linear regression was used to measure the effect of the load of work (X1), the discipline of work (X 2), on the Performance of teachers in schools MTs in Donggala district. Central Sulawesi Province. Sesuai Linear Regression analysis results using computer assistance SPSS for Wind Release 1 8, 0 diperolerh research results of three 8 respondents to the alleged influence into two independent variables burden of work, and the Discipline of work) on the performance of teachers on at school MTs Country in Donggala district. Central Sulawesi Province. calculation results show in Table 1.
Then the regression model obtained from the table above is:
Y = 1,600 + 0, 237 X 1 + 0, 276 X 2 + e
The equation above shows that the independent variables analyzed in the form of variables (X 1, X 2,) have an influence on the dependent variable (Y) of the teacher regression analysis model at State MTs schools in Donggala district. Central Sulawesi Province From the above equation it can be explained:
For constanta value of 1.600 means that the teacher's performance on at school MTs in Donggala district. Central Sulawesi Province before there were independent variables (workload and work discipline) was 1,600.
load of work (X 1) with a regression coefficient of 0.237 means the case influence a positive burden of work on teacher performance. This means that the better the workload at the State MTs schools in Donggala district. Central Sulawesi Province. it will increase teacher performance.
Discipline Work (X 2) with a regression coefficient of 0.276 means there is a positive influence on the discipline of working toward teacher performance. This means that the better the work discipline of teachers in working at public MTs schools in Donggala district. Central Sulawesi Province will increase teacher performance.
Table 1: Multiple Regression Calculation Results
Dependent Variable Y = Teacher Performance | ||||
Variable | Coefficient Regression | Standard Error | T | Sig |
C = Constanta | 1,600 | 0.290 | 5.519 | 0.000 |
X 1 = load Work | 0.237 | 0.079 | 2,998 | 0.005 |
X 2 = Work discipline | 0.276 | 0.065 | 4,219 | 0.000 |
R- = 0.798, R-Square = 0.636 F-Statistic = 22.725, Adjusted R-Square = 0.608 Sig. F = 0.000, Source: Regression Results
Simultaneous test is a test to determine whether the independent variable (X) being studied has an influence on the dependent variable (Y). From Table 4.3, it can be seen that the results of the determination test (model reliability) show the Adjusted R-Square value = 0.608 or = 60.80 %. This means that amounted to 60.80 % variable is not free or the teacher's performance is affected by into two independent variables, namely the workload and work discipline, the rest of the dependent variable is influenced by other variables not examined.
Furthermore, based on table 4.3 from the calculation results obtained F count = 22.725 at the real level = 0.05 or < 0.05. The table shows that the significance value of F = 0.000. Thus it can be stated that together (simultaneously) the independent variables have a significant influence on the dependent variable. Thus, the first hypothesis states that: workload and work discipline together have a significant effect on teacher performance at public MTs schools in Donggala district. Central Sulawesi Province can be accepted or proven.
Partial testing is intended to see the effect of each independent variable on the dependent variable. For variable load load of work, the calculation results show that the coefficient of the regression seb e sar 0.237, while the level of significance t of 0.0 05. Thus the value of sig t < 0.05 at the 95 % confidence level. So it can be stated that varaibel burden of work has a significant impact on performance in school MTs in Donggala district. Central Sulawesi Province. Thus, the second hypothesis states that: workload has a significant effect on teacher performance at State MTs schools in Donggala district. Central Sulawesi Province can be accepted or proven.
For variable -discipline work, the calculation results show that the coefficient of the regression seb e sar 0, 276, while the level of significance t of 0.0 00. Thus the value of sig t < 0.05 at the 95 % confidence level. So it can be stated that the work discipline hypothesis has a significant effect on teacher performance in public MTs schools in Donggala district. Central Sulawesi Province can be accepted or proven.
