Amid the current Covid-19 pandemic, all MSMEs (Micro, Small and Medium Enterprises) around the world, including our beloved country Indonesia, are experiencing a downturn and even bankruptcy, only creative and innovative MSMEs can survive and thrive amid the current pandemic. Geographic Information System can be defined as a unit or component unit consisting of geographic data, hardware, software and human resources that work together to enter, store, update, improve, manage, manipulate, integrate, analyze and display data in geographic-based information. The current Covid-19 pandemic affects the contribution of MSMEs to the national economy. Based on the existing problems and previous research, a web-based geographic information system can be designed for mapping micro, small and medium enterprises. The result of this research is a web-based geographic information system for mapping micro, small and medium enterprises in Bengkalis Regency which consists of three actors, namely users, MSMEs owners and admins. The resulting Web-Based Mapping can search MSMEs based on business names and addresses, able to perform crud data, able to add location coordinates by shifting pins on the map, verify accounts via email and the web is responsive.
The problem of the ongoing COVID-19 pandemic continues to spread and spread, especially with the announcement of the British prime minister that a new variant of COVID-19 has been discovered which spreads faster than the previous virus [1]. It is certain that if it does not end soon it will cause an economic crisis in this country. The existence of this economic crisis will more or less make it difficult for micro, small and medium enterprises (MSMEs) to maintain and develop their businesses [2]. The Covid-19 pandemic has affected the contribution of MSMEs to the national economy. The impact of Covid-19 was also felt by MSME actors in Bengkalis Regency, Riau Province. As a result, as many as 5,980 MSME units in Bengkalis Regency submitted stimulus assistance for the impact of the Covid-19 pandemic [3]. Social restrictions imposed by the Government as an effort to prevent the spread of Covid-19 have an impact on the decline in public consumption. So that MSMEs experience various problems such as capital problems, decreased sales, hampered distribution, difficulties in meeting raw materials so that production decreases and layoffs of workers, of course, this is a threat to the national economy. To revive MSMEs, recovery and mitigation solutions are currently needed. Short-term mitigation measures can be taken by creating stimulus from the demand side and encouraging the expansion of partnerships through digital platforms. In addition, cooperation and the use of existing innovations and technology can support the improvement of the quality and competitiveness of products, packaging, product processing, marketing systems and others [4].
Therefore, a Web-Based Mapping Geographic Information System for Mapping Micro, Small and Medium Enterprises in Bengkalis Regency can be developed which can help the community to obtain information about the distribution of existing and developing MSMEs, help MSMEs promote their location and business through the information displayed by the system, search for MSMEs. based on their address and assisting the government in collecting data on existing MSMEs.
In the design process, several stages of implementation are carried out which are systematically divided into three main stages.
The preparation stage begins with the collection of survey data and literature review. Data collection is carried out to support the system creation process. Data collection was carried out through surveys at the location of MSMEs and questionnaires to the community. In addition, it also collects data from several sources from related agencies as well as through books, research journals and the internet.
In the preparation stage, several requirements can be added to the application, such as adding actors, namely MSME owners, owners who register can fill in their MSME information and update data every time there is a change in information, making the application responsive to suit all screen resolutions, add an email activation feature when registration so that an active email can log in to the account.
The next stage is system analysis. Geographic Information System for Micro, Small and Medium Enterprises which is made web-based by utilizing the Google Maps API to map the location of the distribution of MSMEs. The highest access rights of system users are on the admin for the process of managing data, manipulating data and updating data. The public as end users can only search and view a map of the distribution of MSMEs based on the type of business and the address of the location of the MSME unit. MSME information that will be displayed by the system is MSME information based on the type of business, which will display data in the form of MSME owners, MSME unit names, type of business, MSME products and MSME locations as a result of the mapping. The following is an overview of the system that is currently running and the system that will be created.
The second is the system development process is carried out using the waterfall development method. The following are the stages of design using the waterfall development method (Figure 1).

The three stages of implementation, The programming language used by PHP is precisely the CodeIgniter (Figure 2).

After the database is built, the next step is to build a user interface. The web-based user interface is built using the PHP programming language. Interface design is adjusted to the information that needs to be displayed on the website.
The final stage of this activity is evaluation. Evaluation is carried out after the testing process is complete. Evaluation is done to find out what changes will be made to the system. System deficiencies can be input for system improvement until it is better.
The initial appearance of the web is a map of the distribution of SMEs in Bengkalis. The homepage is also equipped with Login, contact, about and MSME distribution data (Figure 3).

Based on the results that have been achieved, namely the GIS website for mapping micro, small and medium enterprises in Bengkalis Regency, the potential results obtained with this website areas (Table 1).

Based on the evaluation that has been carried out on the Web-based Mapping Geographic Information System for Mapping Micro, Small and Medium Enterprises in Bengkalis Regency, it can be concluded as follows:

The system can help MSME owners to register their MSMEs online easily
The system built is responsive and can be used at all screen resolutions
The system can search MSMEs based on business names and addresses
The system is still not able to display the image because there are problems in displaying the image
