Increasing the production and quality of cow's milk is the main focus in order to increase the income of dairy cattle business actors, most of whom are smallholder farmers. The management of the dairy cattle business must already refer to certain operational standards, in other words, the dairy business must lead to a commercial business and be able to compete with other livestock businesses. Understanding of dairy cattle business management can be focused on providing technology, which can increase business results [2] Increasing dairy cattle business results will encourage sustainable business growth, even the greater the business results obtained, the growth that occurs can be doubled.
The dairy farming business in Indonesia in recent years has not been able to develop due to several internal and external factors that cause low livestock productivity and income of dairy farmers. The performance of dairy cattle production at the time of this study only reached 7-10 liters/head/day. Poor management, livestock raising techniques and inappropriate business managerial aspects lead to low milk production and quality, low productivity and efficiency and low income of dairy farmers [3]. Pacet District is a dairy cattle development area in Mojokerto Regency with a population of dairy cattle reaching 1752 heads in 2020 (Central Bureau of Statistics). Cepokolimo Village, Pacet District, is a center for cow's milk production with a population of 523 heads and the highest milk production is in Pacet District. The average daily cow's milk production in Cepokolimo Village reaches 1,500 kg from ±125 lactating mothers. In general, dairy cattle businesses run by member breeders who are members of farmer groups tend to be home industries with 2-3 dairy cows each and the technology used is simple so that milk production is low. In addition, farmers have limitations in growing their business. This makes farmers do not calculate the cost of production inputs incurred for the business as well as the income earned [4].
Research on the profitability and efficiency of dairy cattle business is very important to be carried out as a material consideration in making decisions about the use of technology with the aim of increasing production while increasing the profitability of farmers. In the face of uncertain environmental conditions, a farmer must be able to allocate the production factors used in such a way that his business can reach an efficient level and obtain sufficient profitability to support his family [5] and at the same time maintain a sustainable livelihood.
Breeders run a simple dairy cattle business with limited capital. Breeders in the management of dairy cattle expect as much income as possible, the income of farmers is strongly influenced by the amount of production and productivity obtained. The production and productivity of the dairy cattle business in Cepokolimo Village is still low which results in the income obtained is not proportional to its maintenance, so that the net income obtained by farmers is low. Dairy cattle business can be developed into a modern livestock business so that production and productivity can be optimal.
Constraints faced by farmers in cultivating their livestock are related to limited capital and equipment, knowledge of market information and information technology, skills, policies and supporting institutions. By looking at the current population, it is necessary to consider whether the business is still feasible or not to be run in Cepokolimo Village, Pacet District, Mojokerto Regency. The level of milk prices in Cepokolimo Village is influenced by traders who come to buy milk. In this case, farmers directly sell milk products to collectors or cooperatives, intermediary traders or wholesalers so that farmers have a weak level of supply because prices are more influenced by buyers. The drastic drop in milk prices was due to the lack of demand from factories or cooperatives due to the impact of the pandemic. In Cepokolimo Village, Pacet District, Mojokerto Regency, breeders do not have documents or business records ranging from maintenance to the harvest process so that farmers will find it difficult to know the analysis of their farming.

Different incomes between breeders are due to differences in the number of cows owned by farmers, the more cattle owned by farmers, the greater the income received by farmers. The amount of this income is sufficient and can be said to be successful because the costs incurred both fixed costs and variable costs can be paid off, besides that farmers also get the difference in profit or profit. The profits obtained by farmers vary according to the number of respondents' dairy cattle. Based on the results of interviews with respondents, climatic conditions and conditions for dairy cattle in the area are very good for dairy farming because the climate conditions are always in a highland state even though it is in the dry season so that it does not become an obstacle for the people in the area. In addition, according to Field Agricultural Extension Officers, farmers in the research area are less responsive in adopting agricultural technology, especially in the field of dairy cattle cultivation. So that the profits obtained are still not optimal, because they have not received 100 percent profit.
The low income of farmers is influenced by many factors ranging from the level of knowledge of farmers is still low because the average level of education is elementary School Graduates (SD) and even some who have never attended education so that farmers do their business only by relying on experience, not involving modern technology.

According to the opinion of Mukson et al. [3] that the greater the level of profit, the better the management in managing the company. According to Simamora [8] that profitability is the company's ability to earn a profit in relation to sales.
This is because sales and net profit after tax also increased and decreased. In addition to net profit after tax and sales, an important factor that must be considered is the cost of a dairy farming business. Increasing sales by reducing costs or reducing variable and fixed costs can increase the profitability of a dairy farming business. The higher the net profit margin, the higher the profitability provided that the increase in sales in the dairy farming business must be accompanied by variable and fixed cost control.
Farming investment analysis in this study uses one year investment age. In this study, breeders maintain broodstock ranging from 3 to 9 years. The length of time to maintain broodstock depends on the condition of the livestock and the social interests of the breeder. This means that if farmers need cash, farmers who do not have calves or other male cattle will sell their broodstock but there are also breeders who keep their broodstock because they have good productivity. Usually cattle are sold for school fees, medical expenses and expenses for family events. It is assumed that the productive age of 5 years of broodstock is based on the experience of breeders for good quality brooders they can maintain for approximately 9 years. Based on the biological ability of cattle, an average female cow has a reject age of approximately 10 years [9].
