Group development is a series of activities that enable/empower a collection of community members who have a common goal. The group development process starts with an introduction to the program, continues with a participatory study of rural conditions and is strengthened when the community feels they need to share tasks and responsibilities in carrying out the activities needed to address the problems they face. This study aims to identify farming patterns and analyze rice farming income, to identify a model of cooperation between smallholders and rice farming land owners and to analyze the development of a model for fostering rice farming farmers to increase rice production in Sukodono District, Sidoarjo Regency. The data is divided into primary data and secondary data, primary data obtained from interviews with a total sample of 41 people. The analysis in this study uses descriptive analysis and income analysis. The results of the study that the amount of income is sufficient and can be said to be successful because the costs incurred both fixed costs and variable costs can be paid, besides that farmers also get the difference in profit or profit. The model of cooperation between sharecroppers and rice farming land owners in Sukodono District has various forms, there are 4 types, namely PT or TKD land leases, owner land leases, maro and poro telu. The cooperation model that needs to be recommended for smallholders is renting the owner's land. The development of a model for fostering rice farming cultivators to increase production in Sukodono District, namely the model used is counseling, demonstration and training. The strategy is to develop the potential of human resources and institutional development. The development of human resource potential is carried out through improving the attitudes and morals of the farming families. Institutional development is carried out through revamping the Poktan and Gapoktan.

From 28.3 million House Ladder Farmers (RTP), as many as 6.1 million RTP in Pulau Java is farmer not land or laborer farmer. If calculated by comprehensive, moment this there is about 32 million soul Indonesian farmers are part from family laborer farmer and 90 million souls is part from family farmer subsistence [4].
Lumintang [5] states that the size of the rice farming income received by residents in the village is influenced by the receipt of production costs. Agricultural development needs to get better attention, even if the priority on industrialization policy has been dropped but the agricultural sector can have the ability to generate a surplus. This occurs when production is increased so as to generate higher incomes for farmers and allow them to save and accumulate capital.
A combination of inputs and the right combination of support will create a number of more efficient productions [6]. Increasing the production of lowland rice with the aim of increasing farmers' income needs to be done through the efficient use of production factors.
Extension can be an effective policy tool to encourage agricultural development in situations where farmers are unable to achieve their goals due to limited knowledge and insight. As a means of extension policy, only if it is in line with the interests of the government or the organization that funds extension services to achieve the farmer's goals. Agricultural extension is a non-formal education for farmers which includes activities in the knowledge and skills of the extension workers to farmers and their families that take place through the teaching and learning process [7].
According to Puspadi [8], the role of agricultural extension is to help farmers form healthy opinions and make good decisions by communicating and providing information that suits the needs of farmers. The main role of extension is seen as a process of helping farmers to make their own decisions by increasing their choices and helping farmers develop insight into the consequences of each choice.
In an effort to develop farmer groups, what is to be achieved is the realization of dynamic farmer groups, where farmers have discipline, responsibility and are skilled in cooperatively managing their farming activities, as well as in an effort to increase business scale and increase business towards a larger and commercial nature, farmer groups can be developed through cooperation between groups by forming a combination of farmer groups (gapoktan) which is a forum for cooperation between farmer groups.

Location research in the district Sidoarjo where chosen by with something method determination location specified researchs with by on purpose based on consideration that Subdistrict Sukodono Regency Sidoarjo is wrong one districts contributor production paddy highest in the district Sidoarjo, to be precise at three village contributor production paddy highest in the district Sukodono, that is Village Cangkringsari, Village Kelopopoten and Village
Pademonegoro. The sample technique used is quota sampling, which means a technique for determining samples from the population that have certain characteristics to the desired number (quota) [9]. The sample criteria are smallholders and use a minimum 1 year cooperation system. In this study, the specified number of samples will be examined as many as 41 samples according to the number that the author wants to determine as in Table 1.
For help the research process this then, selection informant with consideration certain is the one who has knowledge about required information. netting opinion stakeholders for knowing model of fostering smallholders in increasing rice production in Sukodono District, Sidoarjo Regency through: Interview and charging questionnaire preliminary with approach purposive sampling. In implementation amount respondent chosen as many as 3 counselors agriculture, 1 mantri agriculture and 1 person from Service Food and Agriculture Regency Sidoarjo.
Descriptive analysis, describes the various farming patterns of smallholder farmers with land owners based on facts and qualitative data sourced from interviews (interviews). The steps taken in analyzing qualitative descriptive data are as follows:
Collecting data and information needed for farming activities in the field through interviews and direct observations in the field
Identify existing cropping patterns and analyze in depth by calculating the percentage of farming patterns
Provide recommendations on the implementation of the right cropping pattern system calculation
Farming analysis was conducted to determine the cost, revenue and income of farming, using the formula according to Soekarno [10], as follows:

This activity is carried out in an interactive form with the data collection process as a cyclical process. Identification of Rice Farming Patterns

Monoculture is system plant with cultivate only one type plant in one land agriculture During one year, while polyculture is planting more from one type plant on something land agriculture in time certain. Almost all respondents who cultivate irrigated rice fields in Sukodono District, Sidoarjo Regency are planted with one type of plant (monoculture) for a year. It is shown in Table 2 that on average 97.56 respondents applied monoculture and only 1 respondent used polyculture planting system. The type of plant grown in monoculture in the irrigation area of Sukodono District, Sidoarjo Regency is rice. Which agricultural system is developed depends on the condition of the land and the land management system. On land that has not been or is not regulated by the surjan system, the agricultural system that develops generally tends to only apply a monoculture farming system, namely cultivating rice with a cropping pattern of once a year, generally using local varieties of rice [12].

The application of the cropping pattern aims to utilize land resources optimally, effectively and efficiently to avoid the risk of crop failure in the farming system because it only cultivates one type of plant in a certain time unit. With a variety of types of plants planted on a plot of land, farmers will avoid the risk of crop failure. The following is a distribution table according to the applied cropping pattern.
Table 3 shows that in Sukodono Subdistrict, Sidoarjo Regency, from the average shareholder farmer respondents as many as 97.56 percent of respondents who apply monoculture, there are rice-rice-fallow cropping patterns. For those who apply polyculture with a rice-rice-horti (mustard) cropping pattern, an average of 2.44 percent. The difference is in the third planting season, there are farmers who plant rice and there are those who rest the land (fallow). This difference is due to the availability of water. In the third planting season, which is around June to September, the availability of water is low because at that time the rainfall is <10 mm/month. This can be shown in the general description of Sukodono District, Sidoarjo Regency. Rainfall.

Farmers working on farming in Sukodono District, Sidoarjo Regency feel that the cropping pattern currently applied is the most suitable cropping pattern. Respondents who decided to change cropping patterns were elderly respondents and respondents who were still looking for the most profitable cropping pattern. Elderly respondents who are physically unable to carry out cultivation activities hand over their control over their land to others and provide suggestions for efforts to increase productivity through changes in cropping patterns. In addition, respondents who are less experienced are still in the process of trying out the most profitable cropping pattern so they tend to change.
Rice Farming Income Analysis
Farming income analysis is important to know in order to provide an overview of the benefits of farming activities. Farming income analysis includes income analysis on cash costs and income analysis on total costs. The cost components are fixed costs and variable costs. Rice farming income is the difference between total revenue and total costs, there are varying profits after deducting production costs and labor costs incurred by respondent farmers. For more details about the average income, production costs, labor costs and net profits obtained by lowland rice farmers for each respondent in the research area can be seen in Table 4.
Based on Table 4, it can be seen that the income of rice farming in Sukodono District, Sidoarjo Regency is by adding up costs, both fixed costs and variable costs.

Income describes the profit obtained from rice farming by each farmer per hectare per year. The average income of rice farming is Rp. 14,689,918 per hectare/year with an average income of Rp. 7,344,959 per hectare/year. The income earned by each farmer certainly varies depending on the results of production and the area of land cultivated by the farmer. The amount of this income is sufficient and can be said to be successful because the costs incurred both fixed costs and variable costs can be paid off, besides that farmers also get the difference in profit or profit. The profits obtained by farmers vary according to the respondent's land area. Based on the results of interviews with respondents, the condition of the land in the area is very good for rice farming because the condition of the land is always wet even in the dry season so that it does not become an obstacle for the people in the area. In addition, according to Field Agricultural Extension Officers, farmers in the research area are less responsive in adopting agricultural technology, especially in the field of lowland rice cultivation. So that the profits obtained are still not optimal, because they have not received 100 percent profit. Therefore, it is necessary to return to the farmer coaching model to increase rice farming production.
Analysis of the Model of Cooperation between Cultivators and Land Owners
Another form of cooperation carried out in Sukodono District is poro telu where in a profit-sharing system with different terms from maro but in this case the land owner receives one-third of the yield and the sharecropper receives two-thirds of the result (after deducting the bawon). In Sukodono District, there are those who use the form of poro telu cooperation. The form of the agreement agreed between the two parties is that all planting costs will be borne by the tenant farmers, starting from the purchase of seeds, tractor rental costs and other operational costs while the land owner does not incur cultivation costs, only pays rent if the land belongs to PT/TKD. Then the yield of the harvest will be deducted from the bawon, then divided between the land owner and the sharecropper, with a ratio of 40% for the land owner and 60% for the sharecropper.
From Table 5, it can be seen that there are differences between the cooperation carried out by respondent farmers in Sukodono District, Sidoarjo Regency. From the results of the research, a profitable cooperation model is a form of rental cooperation with land owners (gogol) because it produces the highest average income per hectare among others. This is supported by the advantages of the land owner rental system (gogol), namely the rental rate according to the agreement because usually the land owner's lease with the tenant farmers still has a family relationship so that the rental price can be negotiated and payments can be paid at the beginning or at the end of the harvest. As for the PT/TKD rental system, the income gain is also high but has drawbacks, such as the rental rate has been determined by the PT or TKD and payments are made in advance or if the farmer can't afford it, it will be given directly to someone else. According to smallholders who lease PT/TKD, it will be profitable to rent land with a large land area. If the sharecropper is not capable of capital or lacks land for cultivation, it is recommended to use the poro telu cooperation system, it is not recommended for maro because it is less profitable and the income obtained is small compared to poro telu. Cultivators are endeavored to be able to calculate farming costs so that farmers can decide which cooperation system will be used in farming activities.

Development of Cultivator Guidance Model
The model of fostering farmers by extension workers, knowledge, attitudes, skills of farmers in rice farming, participation of farmers receiving guidance with the development of rice farming, is presented in the form of a diagram.
The target of implementing the program to be carried out by farmers is expected to be in accordance with the extension and pilot program and can accept and implement the program. The model used is counseling, demonstration and training. The counseling provided is farming counseling which is carried out in stages. The pilot was carried out directly in the fields with a demonstration and training system. For training, it is carried out through skills in farming activities ranging from land processing to post-harvest and the use of agricultural machinery
The strategy is to develop the potential of human resources and institutional development. The development of human resource potential is carried out through improving the attitudes and morals of the farming families. Institutional development is carried out through revamping the Poktan and Gapoktan. Implementation of empowerment tends to farmers have a thorough knowledge of rice farming. His attention to this knowledge creates an attitude of interest in carrying out rice farming activities with the courage to take risks. This gave rise to participation in the rice farming development program for smallholders, as follows:

In financing for the development of rice farming, he participated in managing the improvement of poktan and farmer groups in the village or sub-district for agricultural insurance and credit guarantees for cultivators
Pattern farming rice that is carried out in the District Sukodono there are 2 kinds that is rice-rice-fallow and rice-rice-horti as well as system planting used monoculture. Cooperation model Among farmer cultivator with owner land farming rice in the district Sukodono have various shapes there are 4 kinds that is rent PT or TKD land, rent land owner, maro and poro egg. Necessary collaboration model recommended for farmer cultivator that is rent land owner. Development of coaching model farmer cultivator farming paddy for increase production in the district Sukodono i.e., Model used is counseling, pilot and training. As for strategy is with development HR potential and development institution. Development HR potential is done through improvement attitude and family morals farmer. Development institution conducted through improvement Poktan nor Gapoktan.
