Abstract

In the past few months, China has been hit by an unprecedented epidemic. In the face of the disaster, the Chinese people, under the guidance of the excellent traditional Chinese culture, worked together to overcome this difficulty step by step. But the ferocity of the epidemic makes most countries in the world still in the “whirlpool”. This paper tries to use the theory of four-levels of culture to analyze the reasons why Chinese culture plays a decisive role in the process of fighting against the epidemic from four aspects-culture of state, institutional culture, behavior culture and mentality culture, so as to provide experience and ideas for countries around the world to rationally and effectively fight against COVID-19 and establish a better sense of community of a Shared future in the later stage of COVID-19.

INTRODUCTION

At the beginning of the Chinese New Year, a sudden outbreak of COVID-19 has swept the world. With the joint efforts of the CPC Central Committee and the people of all ethnic groups in China, China's epidemic prevention and control measures continue to make good progress, both local and imported cases have been effectively controlled, the resumption of work, school and production is progressing steadily, and people are beginning to go out of their homes and gradually return to normal life. The epidemic is a "big test" for the Chinese people, who are building themselves into a modern power and realizing the great rejuvenation of the Chinese nation. This "big test" shows the excellent connotation of Chinese culture. At the third session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC), Academician Wang Chen said in response to reporters' questions, "China's remarkable success in fighting the epidemic is above all a victory for our culture." Chinese culture truly respects and values people's lives. The cultural values of putting life first and people first have played a vital role in the fight against the epidemic. The victory of the fight against the epidemic is a victory for Chinese culture.

Theoretical Framework

Chinese traditional culture is the general name of national civilization, custom and spirit. It has a splendid history, perfect system structure and rich spiritual contents, having been handed down for more than five thousand years since its origin. Li Zonggui [1] believes that Chinese traditional culture is the sum total of the spiritual achievements created by Chinese people, inherited from history, refined by thinkers and then affecting the whole society, such as thinking mode with stable structure, value orientation, national character, ethical concept, ideal personality and aesthetic taste [1]. There are many aspects worth learning in Chinese culture, especially in ideological education and social development. According to Zhang Jigong [2] pointed out that excellent traditional culture is a concept that can help people improve their thinking ability, promote the development of social material civilization and spiritual civilization, and promote social development and progress [2]. The spiritual form of Chinese culture can be summarized as the collection of valuessuch as the national view of the whole world, the social view of human relations and harmony, the cultural view of inclusiveness, and the view of diligent and industrious life [3]. However, what are the specific manifestations of China's excellent traditional culture during the COVID-19 epidemic? By referring to the theory of four-levels of culture put forward by Feng Tianyu et al. [4], this paper analyzed China's response to the epidemic in terms of material culture, system culture, behavior culture and mentality culture, and tried to find out the underlying reasons for the phased victory in the fight against the epidemic.

An Analysis of The Epidemic Disposal Way from The Perspective of The Four-Level Theory of Culture

The victory in the fight against COVID-19 is a victory for Chinese culture, which reflects the rich material and cultural achievements of the Chinese people. The epidemic has the characteristics of sudden onset, long duration and strong infectivity. In the face of the sudden outbreak and the shortage of supplies (such as medical care, food, clothing, construction, transportation), supplies became the decisive factor in winning the protracted fight against the epidemic. However, under the guidance of the ruling culture and values of "epidemic is the order, prevention and control is the responsibility, life is more important than Mount Tai" and "support from all sides when one side is in trouble", Chinese society exploded with strong social productivity and organizational collaboration supply force. For example, during the Spring Festival, medical and food series factories recalled their production in an emergency, and the government departments actively coordinated the supply of raw materials to ensure that the factories reached a stable supply and output. Under the direct command of the CPC Central Committee and the State Council, anti-epidemic materials can be deployed from areas with abundant supplies to the worst-hit areas in an emergency. For example, potatoes, Chinese cabbage, and river snail noodles were donated to help "hot-and-dry noodles"(which is used to refer to Wuhan) at the most critical moment. In the gated communities, social workers and volunteers organized the purchase and distribution of food, and many individual producers donated materials, being a large number of beautiful "food deliverers" in the society. When the epidemic broke out, Chinese construction workers built the Vulcan Mountain and Raytheon Hospital, which can accommodate thousands of beds, in only 10 days. They used the unoccupied stadiums to build several makeshift hospitals for quarantined patients, effectively avoiding cross-infection. The material and spiritual connotations of joint contribution, mutual assistance and people-orientation have fully demonstrated the backing advantages of China's material culture during the epidemic period.

The victory in the fight against COVID-19 is a victory for Chinese culture, which demonstrates the superiority of the normative composition of China's social system. During the epidemic, people's living space was restricted and they were in a state of panic. Therefore, the superiority of the social system became the greatest guarantee for people to fight against the epidemic. As General Secretary Xi pointed out, "Confidence in the path, theory, system and culture of socialism with Chinese characteristics is the fundamental strength for us to march forward in all situations." Socialist countries emphasize the integrity of society. Since the outbreak of the epidemic, China has always insisted on the centralized leadership and unified command of the CPC, and established a multi-level joint prevention and control mechanism among provinces and cities. Through official propaganda and refuting rumors, the widespread panic caused by the spread of the epidemic and false information has been contained. State leaders stood with the people at a difficult time, organized COVID-19 guidance teams and sent them to the worst-hit areas, providing great spiritual comfort to the affected groups. For those unfortunate enough to be infected with COVID-19, the Chinese government has taken the initiative of "the measures of medical insurance payment and financial subsidy" to ensure that every Chinese citizen can enjoy fair treatment of medical services. The socialist market economy, with public ownership as the mainstay and diverse forms of ownership developing side by side, has provided a strong guarantee for the basic livelihood of the people during the epidemic. The government actively regulated the order of the market economy, and avoided premium sales during the epidemic. Primary-level Party organizations have given full play to their leading role, actively understanding and mastering the situation of the people, and comforting them. They provided effective psychological counseling and treatment for people with psychological disorders caused by the epidemic, and established a psychological service operation and management mechanism at the three levels of "school, enterprise and society" and "province, city, county and district". The institutional, economic and governance advantages of China's culture have fully supported the heroic Chinese people in overcoming COVID-19.

The victory in the fight against the epidemic is a victory for Chinese culture, which is imprinted on the inertia of the Chinese people's unity and unity in the face of the crisis. The "Anti-epidemic test" is a "test for people". The strength of the people, their consciousness and norms of conduct are the core forces in the fight against COVID-19. Research showed that the inner thoughts of Chinese people are originated from individualism, but secondary is strong collectivism. In the face of the ravage of the epidemic, the Chinese people did not shrink back. Everyone has demonstrated their sense of social responsibility and their emotion of "family and country". For example, Academician Zhong Nanshan, 84, is leading the fight against the epidemic. Li Lanjuan, 73, is still engaged in virus research. There are also numerous frontline medical workers, police who are maintaining social order, grassroots workers, delivery boys, "food delivery men" and so on. They are "the most beautiful countermarching people". "With the power of people, it is invincible." The strength of the Party depends on the people, and the strength of the country depends on the people. At the moment, the Chinese people, deeply influenced by Confucianism, which values justice over profit, have acted without hesitation and made their own contribution to the fight against the epidemic [5]. The greatness of Chinese culture is reflected in the fact that every Chinese people has a strong sense of patriotism. In the face of the crisis, the Chinese people have been able to show strong collective consciousness and strong social cohesion, so as to pool China's strength, unite as one, and overcome the disease.

The victory in the fight against COVID-19 is a victory for Chinese culture, which is highlighted in the values of a community of Shared destiny nurtured by the Chinese people in their long history of social life. In today's world, no country can be immune from major global public health emergencies. This problem cannot be solved by one country alone. The sense of community of Shared destiny in the fight against COVID-19 is the highest value orientation for the victory. Since the outbreak of the epidemic, China has adhered to the principle of openness and transparency and kept the WHO and other countries informed of the outbreak process and progress. When Wuhan went into lockdown, China spared no expense in economic production for two months to contain the epidemic within a minimum range and avoid the spread of the epidemic, which fully demonstrated China's sense of responsibility in dealing with the epidemic. On the international platform, China has actively participated in the sharing of knowledge on epidemic prevention and control. It has published the gene sequence of the virus in a timely manner, introduced its own treatment experience, made free contributions to specific TCM therapies, and cooperated with the international community in drug and vaccine research and development. Guided by the vision of a community of a Shared destiny for mankind, China has cooperated with the international community and provided material assistance to more than 150 countries and international organizations. General Secretary Xi has reached consensus and made important instructions with leaders of other countries on fighting COVID-19, and actively promoted and participated in the formulation of international cooperation on COVID-19 prevention and control. In the face of the epidemic, without the vision of a community with a Shared destiny for mankind, there will inevitably be institutional confrontation, political ideology and cultural conflicts. "Peace and development" remain the main theme of the times. "Unity can make the great thing". Chinese culture has always followed the core cultural values of win-win cooperation, putting life first and people first, which has guided China to victory over and over again in that major public health emergency.

CONCLUSION

The victory of the epidemic is rooted in the core values of the Chinese culture "people first, life first", the sense of social responsibility that "Everyone is responsible for his country",which resonates with the culture of patriotism, the cultural advantages of "people-oriented" with Chinese Characteristics socialist system, and the cultural system of materials and behaviors represented by the sense of a community of common destiny, in which one party is in difficulty and support comes from all sides. There is no doubt that compared with the world, China's anti-epidemic action represents a great overall victory of Chinese culture!
