Analysis of Workers' Awareness with Compliance Implementing Occupational Safety Health Management System in the Industrial Companies West Java Region

Abstract

Introduction: Employees need awareness in carrying out activities to be able to create compliance with the implementation of company management activities. Occupational safety health management system is an issue to support worker safety and comfort. Information shows that the lack of awareness efforts among workers in the company's industrial sector results in low adherence to carrying out the implementation of an occupational health and safety management system for work safety and comfort. Objective: The study aims to analyze the relationship between of workers' awareness with compliance implementing occupational safety health management system in the industrial companies West Java region. Research Methods: The research method uses quantitative descriptive correlation type research using a cross sectional approach. The population is 60 workers and the sampling technique uses total sampling. Data collection techniques using primary data by distributing questionnaires. The questionnaire consists of awareness variables (reliability value 0.93) and compliance variables (reliability value 0.99). Data were analyzed using the Chi-Square test. Results: The results of the study showed that the majority (68%) of employee awareness was in the good category, the majority (75%) of employee compliance was in the high category and there was a significant relationship (p-value 0.000) between of workers' awareness with compliance implementing occupational safety health management system in the industrial companies West Java region. Conclusion: Companies and workers need to synergize in implementing daily routine briefings, training and regular evaluation monitoring of the occupational health and safety management system as an effort to increase workers' self-awareness and worker compliance in implementing the occupational health and safety management system.

INTRODUCTION

The development of industrial companies in Indonesia is growing rapidly, especially in the West Java region which is the province with the second largest population of industrial workers after Jakarta [1]. Industrial companies in the West Java region require a large workforce and are closely related to heavy work equipment in their operations [2]. Work with heavy equipment is a routine for workers in every industrial company requiring serious attention in the issue of occupational health safety management systems [3]. The occupational health safety management system aims to protect employers (companies) and work recipients (employees or workers) in performing safely and safely to produce the expected quality of company productivity [4]. Workers in industrial companies have a high risk of work accidents [5]. The management of industrial companies in their operational work is required to be able to minimize and even hope that there will be no accidents at work [6]. However, there are many incidents in the field which state that their activities still experience a lot of work accidents so that every company requires the implementation of an occupational health and safety management system [7]. Information shows that the industrial company sector is still the largest contributor to work accident cases in Indonesia each year, 32% of the total work accident cases in Indonesia [1].

 

Information on the number of work accidents in Indonesia through the recapitulation of the Occupational Accident Benefit of the Employment Social Security Administration Agency still shows a high number of work accidents. The Employment Agency's services provide protection for the risks of accidents that occur in a work relationship, including accidents that occur on the way from home to work or vice versa and illnesses caused by the work environment. Work accident data in Indonesia is based on the Work Accident Insurance Agency for Employment Social Security. During 2018-2021 the number of work accidents that cause worker deaths ranges from 3,000-4,500 deaths or around 2% per year.

 

The work accident rate of 2% per year is still a high figure. Occupational accidents experienced by every worker need to get comprehensive attention through one of which is the implementation of an occupational health and safety management system. The occupational health safety management system in companies in the Indonesian region is still in the form of discourse which has not been implemented in a regular manner with strong evaluation monitoring. This results in the number of work accidents that have the potential for death among workers to occur around 2% per year. The Ministry of Communication and Information shows that the largest number of industrial company growth is in West Java Province. The number of work accidents in Indonesia, including in West Java, is still quite large, reaching around 46,000 cases, with nearly 1,000 workers dying [8].

 

The 2016-2020 year shows that occupational health safety performance is still fluctuating around 2-3% or an annual average of 94%. The achievement of occupational health safety performance has not yet reached 100%, which means that problems are still found in occupational health safety performance in the West Java region in industrial companies. The years 2016-2020 show that industrial companies in West Java are not conducive or still have work accident rates, so that every company needs to increase awareness of around ±6000 companies in West Java to better comply with the implementation of the occupational health safety management system [8].

 

West Java is one of the provinces that has the most industrial companies in Indonesia. Umami [9] research explains that the potential industrial sector has not been optimal in compliance with the implementation of occupational health and safety management systems related to the awareness of its workers. Government Regulation Number 50 of 2012 concerning the occupational health and safety management system, stipulates that all activities are to guarantee and protect the safety and health of workers through efforts to prevent work accidents and work-related diseases. 

 

One of the construction companies in the West Java region (oriented to building industrial productivity) is also paying attention to the implementation of an occupational safety and health management system so that construction workers do not experience the possibility of accidents at work. Workers at the company in their activities there are still several incidents of work accidents or work-related illnesses that befall workers due to negligence in complying with the implementation of the occupational health and safety management system implemented by the company. Based on a preliminary study survey at the company, it shows that in 2022 the company is unsafe by 96% or there is still a work accident rate of 4% in the last year including incidents of workers' hands being hit by nails, hitting iron, exposed to wood materials, burns and other unsafe conditions. According to Putra [3] research it shows that adherence to the implementation of the occupational health and safety management system is one of which is influenced by worker awareness.

 

Prasetyo [10] also added that workers' awareness is significantly related to compliance with the implementation of occupational health and safety management systems. Febrianti and Salena [11] shows that there is a correlation between awareness of compliance with the implementation of occupational health and safety management systems. Warsito and Wibowo [5] also state that awareness of occupational health safety has a significant relationship to compliance with the implementation of occupational health safety management systems. Putra [3] research shows that compliance with the implementation of the occupational health and safety management system is related to workers' awareness of occupational health safety. Prasetyo [10] also added that awareness of occupational health safety is significantly related to compliance with the implementation of the occupational health safety management system.

 

Febrianti and Salena [11] and Maarif and Hariyono [12] show that there is a relationship between awareness of occupational health safety and compliance with the implementation of occupational health and safety management systems. Warsito and Wibowo [5] and Tho et al. [13] also stated that awareness of occupational health safety is significantly related to compliance with the implementation of occupational health safety management systems. Based on the results of a preliminary study survey, it was shown that work accidents in one of the companies in the West Java region occurred due to a lack of awareness about the implementation of the occupational health and safety management system, causing the compliance of every industrial company worker to become disobedient in implementing the occupational health and safety management system implementation program. Implementation of an occupational health and safety management system is a top priority in carrying out work processes in the industry to ensure the smooth running of the production process and includes the use of safety equipment such as helmets, glasses, ear plugs and safety shoes. 

 

Awareness of the implementation of the occupational health and safety management system is needed by every employee of this company so that the implementation of the occupational health and safety management system is carried out in compliance and work accidents can be minimized or prevented. Awareness of the implementation of the occupational health and safety management system in industrial companies that still occurs, such as not being allowed to sleep during working hours, not being allowed to play (horse playing), practical jocking, fighting or doing something inappropriate and inappropriate responsibility and the use of personal protective equipment. Awareness of the implementation of a worker's occupational health and safety management system in carrying out work can motivate him to use the occupational health and safety management system equipment provided by the company without having to wait for orders from the leadership [14]. It can be said that occupational safety awareness can relate to adherence to the implementation of an occupational health and safety management system.

 

The implementation of the occupational safety and health program implemented by the company can function properly if it is balanced with the compliance of employees or workers in the occupational safety and health program [15]. On the other hand, if compliance in carrying out work safety and health programs is not carried out properly, then there is still the possibility of an accident occurring in the workplace [15]. Occupational health safety management system compliance or safety compliance, namely all formal activities that are required to maintain safety in the work environment. Compliance with the implementation of the occupational health and safety management system includes general compliance and compliance with Personal Protective Equipment (PPE), such as following work safety standards and using personal protective equipment [16]. Compliance with the implementation of the occupational safety health management system is the act of complying with and the ability to demonstrate compliance with the mandated requirements determined by laws and regulations, as well as voluntary requirements resulting from contractual obligations and internal policies regarding the occupational health and safety management system [17].

 

Research by Tho et al. [13] and Khotimah [18] states that compliance with the implementation of the occupational safety and health management system is related to the factor of occupational safety health awareness. Awareness is an individual's ability to make contact with his environment and with himself (through his five senses) and make restrictions on his environment and himself through attention [18]. Awareness of the implementation of the occupational health and safety management system is the awareness from within a person to apply the procedures of the occupational health and safety management system in their work environment.

LITERATURE REVIEW

Awareness according to Prasetyo [10], Febrianti and Salena [11] and Khotimah [18] is the ability of industrial company workers to establish relationships with their environment and with themselves through their five senses and place restrictions on their environment and on themselves through attention to the health and safety management system. work which includes (attitude, behavior, commitment, training, competency and communication). Compliance according to Alessandro [19], Kani et al. [20] and Prasetyo [21] is corporate governance and workers following a specification, standard or law that has been clearly regulated that has been made by an institution or organization authorized to implement a health safety management system. work includes (regulations, procedures, equipment, participation and motivation). The occupational health and safety management system according to Government Regulation Number 50 (2012) is part of the overall company management system in order to control risks related to work activities in order to create a safe, efficient and productive workplace.

 

Research Purposes

The purpose of this study was to analyze the relationship between the awareness of company workers and compliance with the implementation of occupational health and safety management systems in industrial companies in the West Java region.

METHODOLOGY

The research method is a quantitative research method with a descriptive correlation type using a cross sectional approach. The population of this study were 60 workers from an industrial company in the West Java region. The sampling technique used total sampling technique so that the number of research samples was 60 respondents. The data collection technique is distributing questionnaires by filling in the answer choices in the form of a Likert scale. The questionnaire consists of awareness variables (reliability value 0.93) and compliance variables (reliability value 0.99). Data were analyzed using the Chi-Square test. The researcher gave an explanation before data collection with the respondent signing an informed consent. The research was conducted for 1 month in April 2023.

RESULTS

Based on the results of the research in Table 1, it shows that the majority (68%) of workers' awareness is in the good category regarding the implementation of the occupational health and safety management system.

Based on the results of the research in Table 2, it shows that the majority (75%) of worker compliance is in the high category regarding the implementation of the occupational health and safety management system.

Based on Table 3 shows that the significance value is 0.000 <Sig.0.05. So the conclusion of the analysis is that there is a relationship between of workers' awareness with compliance implementing occupational safety health management system in the industrial companies West Java region.

DISCUSSION

Awareness

The results showed that the majority (68%) of workers' awareness was in the good category regarding the occupational health and safety management system. According to Febrianti and Salena [11] factors related to worker awareness are age, education and years of service. In line with the results of the study that the characteristics of almost all of them have a high school educational background, while only a small proportion have an educational background coming from D3 and S1 tertiary institutions. Education is able to provide a stimulus and increase in knowledge that will trigger each worker to better understand the situation (awareness) of the duties, commitments and responsibilities of their work.

 

According to Rahmawati [22] low awareness is also affected by the low knowledge of workers. The low knowledge possessed by these workers can come from individual workers who do not learn much or follow learning directions organized by the company [22]. In addition, according to Khotimah [18] also added that decreased worker awareness can be caused by workers experiencing demotivation in carrying out activities at work. Motivation plays an important role in increasing the awareness of a worker to know, be able and willing to do a better job with an inspiring spirit [18]. The implications that can be made to increase worker awareness about the occupational health and safety management system according to Febrianti and Salena [11], Khotimah [18] and Rahmawati [22] are increasing worker motivation through giving rewards (material or non-material) and increasing knowledge through system training. Occupational health and safety management for workers to stimulate and increase worker awareness commitment.

 

Compliance

The results showed that the majority (75%) of compliance with the implementation of the occupational health and safety management system for workers was in the high category regarding the occupational health and safety management system. This is in line with the research by Sutomo et al. [2] which states that low compliance is caused by the individual workers who are not aware of the importance of the occupational health and safety management system. In addition, according to Lobis et al. [23] it is explained that the low compliance with the implementation of the occupational health and safety management system results from the company's management of workers who do not carry out the oversight function of the occupational health and safety management system which includes direction, monitoring and control. Maarif and Hariyono [12] added that in increasing compliance with the implementation of the occupational health and safety management system, strict supervision is required through credible human resources having competency qualifications and an occupational health and safety management system supported by information technology systems in its application and awareness of workers through starting from the recruitment of employees who have competency qualifications and employee training on occupational health and safety management systems, outreach and periodic training for workers.

 

Analysis of Workers' Awareness with Compliance Implementing Occupational Safety Health Management System

Based on Table 3 above, it shows that there is a significant relationship (p = 0.000) between of workers' awareness with compliance implementing occupational safety health management system in the industrial companies West Java region. This shows that the less awareness of workers, the lower the level of compliance with the implementation of the occupational health and safety management system. The results of the research are in line with the research of Aksoy and Kahraman [24] that one of the factors related to the implementation of the occupational health and safety management system implementation in the company is the individual effort of each worker to realize the importance of compliance in implementing the occupational health and safety management system.

 

Awareness is the basic stimulus for a worker to make a commitment to comply with all activities up to the regulations in it, so that it will support workers in complying with their work including the implementation of an occupational health and safety management system [24]. Alessandro [19] also adds that adherence to the implementation of the occupational health and safety management system is strongly influenced by the awareness efforts of workers in carrying out the activities contained therein. The lack of awareness possessed by workers regarding the implementation of the occupational health and safety management system will have an impact on the appropriateness of workers in carrying out the implementation of the occupational health and safety management system, especially the regulatory and procedural aspects in complying with the implementation of the occupational health and safety management system [19].

 

The results of the study are in line with Rahmawati [22] which states that the level of worker awareness is closely related to implementing the implementation of the occupational health and safety management system. Awareness has aspects of attitude and behavior indicators that become the domination for every worker implementing the implementation of an occupational health and safety management system [22]. In addition, low awareness can be caused by aspects of commitment and competency indicators that are lacking in workers, making it difficult to raise awareness in compliance with implementing occupational health and safety management systems [22]. According to Ridwan [25] research explains that efforts that can be made to increase awareness in order to increase compliance with the implementation of the occupational health and safety management system are socialization or training programs which are in line with research that aspects of awareness are one aspect of training as an increase in worker competence.

 

The lack of awareness of workers has a strong correlation with workers' compliance with the implementation of an occupational health and safety management system so that there is a great potential for work accidents to occur or increase. This, of course, will have an impact on the comfort and safety of both the company (as the employer) and the workers (as the job recipient). In addition, the production process can be hampered so that quality within the organization can be threatened and reduce consumer satisfaction. The implications that can be made to be able to increase awareness and improve compliance with the implementation of the occupational health safety management system from some of the literature above and the results of the research are strengthening aspects of awareness indicators (attitude, behavior, commitment and competence) through training on the implementation of periodic occupational health safety management systems held by companies against workers. In addition, it is necessary to evaluate the compliance of each worker in implementing the occupational health and safety management system to improve communication which is also an important aspect in increasing worker awareness about the implementation of the occupational health and safety management system.

CONCLUSION

High employee awareness of the occupational health and safety management system will have a positive impact on increasing compliance with the implementation of the occupational health and safety management system. The factor of high awareness of workers will be able to increase compliance with the implementation of the occupational health and safety management system in the company. It is expected that workers regularly brief before work and attend training. It is expected that management will improve the function of periodic briefings (daily, weekly and monthly), periodic monitoring of evaluations (weekly, monthly and yearly) as well as organizing regular dissemination and training of the occupational health safety management system. It is expected to develop research that is able to further observe or explore research data or use qualitative methods and further research on other factors that affect compliance with the management of occupational health and safety management systems in companies.
